583. Deputy Pat Breen asked the Minister for Agriculture, Food and the Marine the position regarding farm payments in respect of a person (details supplied) in County Clare; and if he will make a statement on the matter. [52739/12]

The person named submitted an application under the Single Payment Scheme and the Disadvantaged Areas Scheme on 19 April 2012. Payment has already issued in respect of the latter. However, as regards the Single Payment Scheme, entitlements were established for farmers who were farming and in receipt of direct payments under the Livestock Premia and/or Arable Aid Schemes during the reference years 2000, 2001 and 2002 and who continued to farm in 2005. Since the person named did not receive such payments during these reference years, no Single Payment Scheme entitlements were established and therefore no payment is due. My Department will contact the person concerned directly to explain the position fully.
