Community Employment (CE) is the largest employment programme administered by the Department of Social Protection and forms an important pillar in the strategy of returning long-term unemployed people back to the open labour market. There are currently 23,300 places (including supervisory positions) available currently on CE which is increasing to 25,300 by year-end 2013 and the revised budget for 2013 is circa €352m. Lone parents are one of the categories of disadvantaged client catered for on CE.

Written answers

The Social Welfare Appeals Office has advised me that an appeal by the person concerned was referred to an Appeals Officer on 17 January 2013, who will make a summary decision on the appeal based on the documentary evidence presented or, if required, hold an oral hearing. The Social Welfare Appeals Office functions independently of the Minister for Social Protection and of the Department and is responsible for determining appeals against decisions on social welfare entitlements.

I assume that the Deputy is referring to Mouds Bog Special Area of Conservation (SAC) in Co Kildare. The approach which my Department is taking to the restoration of Raised Bogs in SACs is set out in the document National Raised Bog SAC Management Plan – Proposed Approach, which is available on my Department’s website at www.NPWS.ie . As has been identified in that document, the impacts of potential changes to existing drainage are of specific concern.

Following a request for tender, my Department is currently assessing proposals by specialists to undertake the necessary survey work for each of the 53 sites, including Mouds Bog SAC. This will include topographical and hydrological survey and modelling, which will be required for restoration plans to be put in place. I understand the particular concerns of landowners in Mouds Bog SAC. I can advise that restoration measures will be undertaken in a fully considered and structured way and following full consultation with affected parties.

Conservation and restoration work will require funding, as will the ongoing management of our protected raised bog resources. This is an issue which is under consideration by my Department and the Peatlands Council, including how best to include local communities in this work. My officials will be happy to discuss with local communities the results of the topographical and hydrological survey work which my Department is now commissioning and to consider at that stage if additional specific advice needs to be sought.

Tógfaidh mé Ceisteanna Uimh. 117 agus 118 le chéile. Mar atá ráite i gClár Reachtaíochta an Rialtais a foilsíodh ar an 15 Eanáir, táthar ag súil bille a fhoilsiú i mbliana ina ndéanfar foráil do leasuithe ar Acht na dTeangacha Oifigiúla 2003, mar thoradh ar an athbhreithniú ar an Acht. Mar a thuigfidh an Teachta, braitheann an t-amscála ar go leor tosca, lena n-áirítear an plé cuí leis na páirtithe leasmhara éagsúla agus an sceideal reachtaíochta i dTithe an Oireachtais.

Tá na céimeanna cuí idir lámha ag mo Roinnse faoi láthair chun moltaí a chur faoi bhráid an Rialtais i dtaca le leasú an Achta. Mar is eol don Teachta, fuarthas 1,400 freagra ar an suirbhé agus 262 aighneacht le linn an phróisis chomhairliúcháin phoiblí a reáchtáladh mar chuid den athbhreithniú ar an Acht anuraidh. Tá anailís déanta ar na moltaí a fuarthas faoin bpróiseas sin agus déanfar iad a fhoilsiú ar shuíomh gréasáin na Roinne in am trátha.
