I propose to take Questions Nos. 335, 336 and 338 together.County Meath currently has 388 approved Leaving Certificate (PLC) places across 4 centres (3 centres managed by the Vocational Educational Committee (VEC) and 1 community and comprehensive school). There are 46 sanctioned PLC courses. The total teacher allocation will be reduced by 3 from next September. In County Meath in 2011, almost 5,500 people participated in a range of full-time and part-time further education programmes and FÁS made over 1,100 training places available.

As the Deputy will be aware in June 2011, I announced that up to 40 new schools are to be established up to 2017 to cater for increasing demographics across a number of locations. These consisted of twenty new primary schools and twenty new post-primary schools. This announcement did not include a proposal to establish any new second level school in the area in County Westmeath referred to by the Deputy.The Forward Planning Section of my Department will continue to monitor enrolments in the area referred to by the Deputy to ensure that there is sufficient school accommodation to meet any projected future demands.If a decision is made to establish a new school in the area referred to by the Deputy, my Department will consider all suitable options for its location including the site referred to by the Deputy. This process will take into account the suitability of any site for the development of school buildings as well as the cost of acquiring it.

I propose to take Questions Nos. 344 and 345 together.I have arranged for the matter raised by the Deputy to be forwarded to the NCSE for their attention and direct reply.The Deputy will be aware that the National Council for Special Education (NCSE), through its network of local special educational needs organisers (SENOs), is responsible for processing applications from primary and post primary schools for special educational needs supports, including the establishment of special classes in various geographical areas as required. The NCSE operates within my Department's criteria in allocating such support. SENOs are a valuable source of support to parents who are actively sourcing a placement for their children. Furthermore the National Educational Welfare Board (NEWB) is the statutory agency which assists parents who are experiencing difficulty in securing a school place for their child.The establishment of a network of autism-specific special classes in schools across the country to cater for children with autism has been a key educational priority in recent years. The Deputy will also be aware that the Health Service Executive is responsible for the provision of health supports, including therapies, to children with special educational needs.

My officials understand from Student Universal Support Ireland that the decision on the grant application from the student referred to by the Deputy was appealed by the applicant on 17th January, 2013. SUSI aims to issue appeal determinations as promptly as possible and within the specified timeframe specified in the Student Support Act, 2011.Where an appeal is turned down in writing by SUSI and the applicant remains of the view that the scheme has not interpreted correctly in his/her case, an appeal form outlining the position may be submitted by the applicant to the independent Student Grants Appeals Board.

Adult Literacy services are funded by my Department through annual grants to Vocational Education Committees (VECs), which deliver the services locally. VECs employ staff to deliver adult literacy tuition and it is the VECs which are responsible for the terms and conditions of those staff and implementing them in accordance with employment legislation.

Employment Rights

The payment of the appropriate Registered Employment Agreement rates of Pay and Conditions of Employment (including pensions) is a Contract clause in all the Public Works Contracts. The Contractor's obligation in terms of Pay and Conditions of Employment apply to not only his workers but also all other workers on site. My Department has produced a guidance note for Consultants on pay and conditions of employment which is available on my Department's website at www.education.ie. This sets out for Consultants the procedure for dealing with issues relating to pay and conditions.Where an allegation of non compliance arises, the allegation should be reported to the appropriate statutory dispute investigation and resolution mechanisms provided by the State. The main statutory agency charged with this function is the National Employment Rights Authority (NERA) which has the remit, resources, experience and statutory powers in place to investigate and resolve these matters in the most efficient and impartial manner. Where serious breaches are alleged it is also possible to refer the matter directly to the Labour Court. If the Deputy is aware of any particular state contracts where there are concerns that Irish and European labour laws and regulations are not been complied with, the Deputy should bring these to the attention of NERA.

The detailed information sought by the Deputy is not readily available as it is not compiled in this format within my Department or in the bodies/agencies under the aegis of my Department. The extraction of this data would be extremely time-consuming and would entail the re-assignment of scare staff resources from priority tasks resulting in delays in pension administration and reduced ability to address day to day work in a timely manner. Such assignment of scarce staff resources in my Department and in bodies/agencies under the aegis of my Department to the compilation of this information could not be justified. However, I will arrange for a copy of less specific information regarding pension payments under various parameters which was provided to the House in the recent past to be provided to the Deputy if he so wishes.

A total of four claim forms are submitted from awarding authorities, including Student Universal Support Ireland, at intervals over the course of the academic year, including a final reconciliation claim in June/July each year. This process allows for an advancement of funding at the beginning of the academic year and estimation of expenditure in the following two payments which is subsequently reconciled. This process ensures that awarding authorities have sufficient funds to enable timely payment of grants throughout the academic year.

Tenders for the refurbishment and extension of the Station have been evaluated and a preferred tender has been identified. Subject to the contractor producing all of the documentation required for completion of the tender award process, it is anticipated that the contract will be placed by the end of this month with work commencing on site immediately thereafter.

Alternative arrangements for the existing prefabs will be put in place following the completion of the Station project.

The Commissioners of Public Works hold Lauragh Garda Station under a long lease.

The Commissioners of Public Works are working with the office of the Chief State Solicitor to address some legal issues arising from the closure of the Garda Station.

The Office of Public Works is currently assessing the property options arising in respect of all the recently closed Garda Stations, including Lauragh.
