Deputy Andrew Doyle asked the Minister for the Environment, Community and Local Government the guidelines in place for local authorities for the redeployment of staff after the driving licence services are transferred to the Road Safety Authority later in 2013; and if he will make a statement on the matter. The Public Service Agreement, 2010–2014, outlines the redeployment arrangements for local authorities. The arrangements are confirmed in the Haddington Road Agreement which contains some changes in relation to cross-sectoral redeployment.

Deputy Andrew Doyle asked the Minister for the Environment, Community and Local Government the measures in place to detect if non-Irish EU citizens who are registered to vote in European Parliament elections here in 2014 in individual constituencies and for a different constituency in another EU member state where they are from, therefore voting twice for the European Parliament; and if he will make a statement on the matter. Council Directive 93/109/EC of 6 December 1993 relating to European Parliament elections provides that EU citizens, who are not nationals of the Member State in which they reside but who meet the same conditions in respect of the right to vote as that State imposes on its own nationals, have the right to vote in that Member State. Within this framework, the Directive provides for a system of declarations by non-national EU citizens, including a declaration of intent to exercise the right to vote in their Member State of residence only, and of information exchange between Member States, to help ensure that no person votes more than once at such elections. The European Parliament Elections Act 1997 gives effect to the detailed arrangements in place in Ireland for implementing the requirements of Council Directive 93/109/EC.

190. Deputy Simon Harris asked the Minister for the Environment, Community and Local Government the proposed budget for the energy upgrade of local authority properties as recently announced as part of a local stimulus plan; and if he will make a statement on the matter. [30997/13]

On 5 June, I announced a new €50 million three-year energy efficiency investment programme for local authority homes. This is a key part of the Government’s additional €150 million capital investment in the economy over 2013-2014. This programme will target the 25,000 least energy efficient local authority homes. This will result in warmer homes and lower energy bills for thousands of families and will also create around 1,000 jobs in the sector. I intend to announce capital allocations to local authorities very shortly in order that contracts can be commenced as soon as possible. This programme will operate nationwide and homes in all local authority areas will benefit under this measure. My Department met recently with housing practitioners from all local authorities with the objective of getting work started as quickly as possible. Some €10 million of the €50 million programme is available for spending in 2013.

Article 12 of the Local Government Act 2001 (Section 237A) Regulations 2003 requires a County or City Manager together with the Cathaoirleach of the County or City Council to arrange to meet with local parliamentary representatives as a group at least annually. Arranging such meetings, and any further meetings between Oireachtas Members and County/City Managers, are matters for local authorities, and my Department has no function in the matter.
