The provision in the Bill providing for an exemption from the felling licence requirement for up to 15 cubic meters of timber annually is restricted to trees growing on the holding that are outside of a forest, are not in a decorative avenue or ring of trees and, importantly, are for use exclusively on the holding. The exemption is not intended to provide for the supply of timber off the holding without the requirement to apply for a felling licence.
