Deputy Kevin Humphreys asked the Minister for Justice and Equality if it is a criminal offence not to offer assistance to a person in serious danger to themselves or their life; in the context of an incident (details supplied) his plans to introduce laws similar to those in France; and if he will make a statement on the matter. It is not a criminal offence not to offer assistance. There are no plans to introduce legislation in this regard. The provision of healthcare services is regulated by legislation falling under the aegis of the Minister for Health.
