Deputy Michael Healy-Rae asked the Minister for Social Protection the amount she and her Department have paid out in fees to consultants and external service providers since taking up her role of Minister for Social Protection in February 2011 up to February 2014; if she will provide a detailed breakdown of all moneys paid; the persons to whom they were paid; the service that was provided; and if she will make a statement on the matter. View answerThe procurement of services is essential to support the Department in providing a high quality service to the public in a cost effective and efficient manner and is governed by a comprehensive regulatory, legal and procedural framework.
The Department engages a range of consultants (individuals or organisations) to provide intellectual or knowledge based services (expert analysis and advice) including the delivery of reports, studies, assessments, recommendations and proposals that contribute to decision making or policy making.
The Department is engaged in a number of service delivery modernisation and transformation programmes involving business, organisational and technological, change. In additional the Department is engaged in a number of cross cutting public service reform programmes such as the public services card. These programmes are supported by the procurement of external development services (external service provision) as well as engagement of external consultants to provide strategic technical advice.
In accordance with Department of Public Expenditure and Reform procedures, procurements of goods and services in excess of €25,000 excluding VAT and all IT procurements in excess of €10,000 excluding VAT are advertised on E-tenders.
Total expenditure on the engagement of consultants and external service providers for business change purposes by my Department for the years 2011 to end January 2014 (latest set of figures available) is set out as follows and details of providers involved are included in the following tables.

I am satisfied that the engagement of consultants and external service providers contributes to decision making and policy formulation, and provides valuable support for the Department’s service delivery modernisation and reform programmes, and that procurement of consultants and external service providers is compliant with best practice in realising value for money.
