Under the terms of the lease with the Commissioners of Public Works, the landlord covenants to produce a Tax Clearance Certificate annually. In the event said Certificate is not produced, rent payments are withheld until such a time as the Tax Certificate is produced. The terms of the lease would be clearly understood by both parties. In the case outlined, payment issued following receipt of a Tax Clearance Certificate.
