353. Deputy Ciara Conway asked the Minister for Social Protection her response to the proposal made by the Constitutional Convention to include social and economic rights in the Constitution, including specific mention of a right to social security; if her Department is working on the implications of such incorporation for social protection; and if she will make a statement on the matter. The Department and Government will consider this matter on foot of the Constitutional Convention's recent recommendations on "Economic, Social & Cultural Rights in the Constitution". The changes proposed to the Constitution could have implications for existing social welfare legislation which the Department would need to examine very carefully. The Government will also have to assess any fiscal implications that may arise.
