202. Deputy Billy Timmins asked the Minister for Health if he will provide details of the hospital groupings; the chief executive officers of each and when they were appointed; and when the legislation underpinning establishment of the groups will be published. [30512/14]

Ahead of the establishment of Independent Hospital Trusts on a statutory footing, seven non-statutory Hospital Groups have been established. These are the Dublin East Hospital Group, Dublin Midlands Hospital Group, Dublin North East Hospital Group, West/North West Hospital Group, South/South West Hospital Group, University of Limerick Hospital Group and the Children's Hospital Group. Details of the hospitals in each group are set out below.

It is a priority for the Health Service Executive to have CEOs and management teams in place in all Hospital Groups as soon as possible in order to progress the extensive reform programme for Hospital Groups. The HSE has advised that Group CEOs are currently in place for three hospital groups. These are Mr Bill Maher, who was appointed to the West/North West Hospital Group on the 9th January 2012, Ms Ann Doherty, who was appointed to the UL Hospital Group on the 9th January 2012, and Ms Eilish Hardiman who was appointed to the Children's Hospital Group on the 1st November 2013. Mr Gerry O'Dwyer was appointed as CEO to the South/South West Hospital Group on an interim basis on the 3rd March 2014. Interim arrangements are in place in relation to operational responsibility for Dublin East, Dublin Midlands and Dublin North-East Hospital Groups pending the recruitment of CEOs for these Groups.

Phase II of the Health Reform Programme provides for the dissolution and replacement of the Health Service Executive with the introduction of a formal purchaser/provider split, the establishment of a Healthcare Commissioning Agency and a range of provider agencies. These include Hospital Trusts and a community care structure to deliver Primary and Social Care.

My Department is currently working on a policy paper setting out a coherent legal and governance framework for the implementation of Phase II of the Reform Programme. In parallel it is also developing legislative proposals for the implementation of this Phase of the Programme.
