View answerThe Water Services (No. 2) Act 2013 provided for the transfer of water services functions, with some exceptions, of the city and county councils to Irish Water. The provision, operation and maintenance of sewers, other than storm water sewers, are amongst the functions transferred to Irish Water. However, the operation and maintenance of storm water sewers remains a function of the local authorities. The operation and maintenance of road gullies is the responsibility of the relevant road authority under the Roads Act 1993.
