Deputy Barry Cowen asked the Minister for the Environment, Community and Local Government if he will provide an update on the status of unpaid water charge rates due to local authorities in relation to the transfer of functions to Irish Water; and if he will make a statement on the matter. View answerUnpaid non-domestic water charges form part of the Gross Debtor Balance held on the local authority accounts. A working group represented by the Water Services Transition Office (WSTO), Irish Water and my Department was established to agree an appropriate methodology for the valuation of the closing 2013 non-domestic water debtors in the books of the local authorities. Work on this is now at an advanced stage to finalise the debt to transfer from the local authorities to Irish water before the end of 2014.
