I propose to take Questions Nos. 112 to 114, inclusive, together.

Legislation provides that sanctions/penalties in the form of reduced payments may be imposed by a Deciding Officer where recipients of jobseeker payments fail, without good cause, to comply with activation measures. Activation measures include the requirement to attend group or individual meetings, and/or avail of suitable education, training or development opportunities, or specified employment programmes, which are considered appropriate to a person’s circumstances.

Persons, irrespective of age, in receipt of a weekly personal rate of €188 jobseeker’s allowance have this rate reduced initially to €144.

Persons, irrespective of age, in receipt of a weekly personal rate of €144 jobseeker’s allowance have this rate reduced to €111.

Persons, irrespective of age, in receipt of a weekly personal rate of €100 jobseeker’s allowance have this rate reduced to €75.

If a person continues to fail, without good cause, to comply with activation measures, while on a penalty rate, he/she may be disqualified from receiving the personal rate of payment. The normal rate of payment may be reinstated at any time, if the jobseeker complies, as requested, with activation measures.

I confirm that the department received an application for carer’s allowance from the person in question on the 9th May 2014. The person concerned was refused carer’s allowance on the grounds that the care recipient is not so disabled as to require full time care and attention as prescribed in Regulations. He was notified of this decision on the 1st of September 2014, the reason for it and of his right of review or appeal within 21 days of the date the decision was notified. No further correspondence in relation to this matter has been received to date from the person in question.

123. Deputy Aengus Ó Snodaigh asked the Tánaiste and Minister for Social Protection the average maintenance and training payment paid for community employment participants in each CE scheme. [35602/14]

There were 23,124 participants (excluding supervisors) on Community Employment (CE) as at 31 August 2014.

The average rate of participant allowances at that date is €236.14 per week, gross.

There were 16,870 participants (73%) receiving the standard CE Personal rate of €208.00.

There were 6,254 participants (27%) receiving between €208.20 and €571.20.

The average training grant per CE participant place is €250 per year. This grant is paid to the CE sponsor and is used according to participant needs (some may use more than this, some use less, as certain training is provided free of charge). It is up to the sponsor to maximise the utilisation of the training grant for all its participants.

Deputy Olivia Mitchell asked the Tánaiste and Minister for Social Protection her plans to reduce the age limit from 24 years to 22 years in the jobseeker's allowance assessment for those living with a parent or a step-parent in the family home, so that parents' income will no longer be considered in the jobseeker's means test after the age of 22 years. Current legislation provides that where a person aged 24 years or under claims Jobseeker’s Allowance and is living with a parent or step-parent in the family home, an assessment is made of the yearly value of any benefit and privilege enjoyed by that person by virtue of residing there. The value of the benefit and privilege assessed is based on the level of the parents' assessable income.

There are two exceptions to this rule. No assessment is made where a son or daughter and his or her spouse / civil partner / partner is living with his / her parents. Where a person returns to the parental home having had an independent life elsewhere in Ireland or abroad for an appreciable length of time e.g. at least three years, the assessment in this case is €7 per week.

Since 2003, the assessment of Benefit & Privilege from parental income was abolished for persons in excess of certain ages as follows:

Once the person concerned reaches 25 years of age, the value of any benefit and privilege will no longer be regarded as means. There are currently no plans to alter these arrangements within the jobseeker’s allowance scheme. The appropriate rates of welfare supports in the year ahead, including the assessment of means, will be considered by Government as part of its deliberations on the next Budget.
