Deputy Aengus Ó Snodaigh asked the Tánaiste and Minister for Social Protection if her Department conducted an equality and poverty impact assessment of budget 2015, including an examination of the cumulative impact of budgetary measures over the past five years; and if she will make a statement on the matter. Social impact assessment is an evidence-based methodology which uses a tax/welfare simulation model developed by the Economic and Social Research Institute (ESRI) to estimate the likely distributive effects of budgetary measures on income and social inequalities. The Department prepared a social impact assessment of the main welfare measures in Budget 2015 in advance of Budget Day. It will now prepare a further combined analysis of the main welfare and taxation measures for 2015. I will be examining the analysis when it is finalised and I will publish it in due course.
