Payment in respect of the 2014 Disadvantaged Areas Scheme issued directly to the nominated bank account of the person named on 15 October 2014. The 50% advance payment under the 2014 Single Payment Scheme commenced on 16 October 2014. Payment issued to the bank account of the person named on 16 October 2014. The person named was approved for participation in the 2010 Agri Environment Options Scheme (AEOS 1) with effect from the 1 September 2010.  Full payments have issued to the person named in respect of the 2010, 2011, 2012 and 2013 scheme years.  I expect payments for the 2014 Scheme to commence in November 2014.

Deputy Michael Creed asked the Minister for Agriculture, Food and the Marine when decisions are expected with regard to allocations from the milk quota appeals tribunal; if he will confirm receipt of an application in respect of a person (details supplied) in County Cork; if in view of the circumstances outlined therein he will make an allocation to this person; and if he will make a statement on the matter. Allocations of milk quota from the National Reserve are granted on the basis of recommendations from the Milk Quota Appeals Tribunal. The Tribunal examines and makes recommendations on applications for additional quota from individual producers. The person named submitted an application to the Tribunal seeking an allocation of additional quota under the Hardship category. This application was examined on 2nd October 2014 and, the Tribunal recommended an allocation of 5,000 litres. The person named and his Milk Purchaser have been notified of the outcome.

Payments under the 2014 Disadvantaged Areas Scheme began issuing, on target, on 24 September. However, payment has not yet issued to the person named as, at this stage, the holding concerned has not yet satisfied the Scheme minimum stocking density requirements. An official from my department has been in direct contact with the person named, on foot of which further documentation is due to be submitted by the applicant. Immediately on receipt of this documentation, the application will be further processed and, should it be then confirmed that the holding of the person named has satisfied the minimum stocking density requirements, payment will issue as soon as possible thereafter.

I am aware that a difficulty has arisen between two parties with regard to the sale of animals from one party to the other.

I should point out however that my Department has no role in, what is in effect, a private commercial transaction. Notwithstanding this, I am advised that, in recent days, the parties themselves have reached agreement in respect of their dispute.

My Department has had no dealings with Irish Water in relation to its consideration of foreshore licence applications from the company referred to by the Deputy.
