178. Deputy Brendan Griffin asked the Minister for Education and Skills if she has read the value for money report on two teacher schools, which was commissioned by the previous Government; her views on the findings of the report; her views that the methodology was sound or flawed; her views that the report is now obsolete, in view of the fact that it was commissioned so long ago; the number of copies of the report that exist and where they might be found; and if she will make a statement on the matter. I am currently reviewing the report of the value for money review of small primary school provision. As the organisation of school provision is of general importance to communities, it is appropriate that the Government collectively considers the report's findings and recommendations. As soon as this collective consideration is complete, the report will be published on my Department's website.

Special Educational Needs Service Provision

I wish to advise the Deputy that my Department provides for a continuum of special educational provision to be made available for children with special educational needs, so that regardless of the level of need of the child, educational provision can be made for them.

This includes the provision of mainstream educational placements, special classes, or special school placements for those children who require more intensive and supportive interventions.

Schools have access to a full range of supports to facilitate the enrolment of pupils with special educational needs, including the provision of Special Needs Assistant (SNA) support to provide assistance with the care needs of such children, where necessary.

For children who, for a number of reasons such as chronic illness, are unable to attend school, or for children with special educational needs for whom a school placement or preschool placement is not available, my Department provides a compensatory educational service through the Home Tuition scheme. Details of the scheme are available on my Department's website www.education.ie.

I understand that in relation to the child referred to in the Deputy's question that a special school placement has been made available along with provision for special needs assistant support.

Should the school require additional SNA support to provide assistance for this child's care needs, they may apply for such additional support to the National Council for Special Education (NCSE).

Schools may also apply to the NCSE for assistive technology support for pupils who require such support.

In relation to additional health care provision, such as nurse-provided care, I wish to advise that the provision of such health services for children with special educational needs is a matter for the Health Service Executive and the Department of Health and the Deputy may wish to direct queries in respect of these matters to those bodies.

School Libraries

180. Deputy Noel Coonan asked the Minister for Education and Skills her plans to extend the library in a college (details supplied) in view of the fact that the size of the current library is adversely affecting the student to seat ratio; and if she will make a statement on the matter. [40628/14]

I am pleased to inform the Deputy that €10m will be made available next year for the library project to which he refers. This project is designed to meet requirements for additional library space and information services at the institution.

The project in question is one of the three major capital projects in Irish universities which will benefit from the €20m of funding in 2015 that formed part of my budget announcement on Tuesday, 14th October.

Schools Building Projects Administration

181. Deputy Finian McGrath asked the Minister for Education and Skills the position regarding a contractor and a school site (details supplied); and if she will make a statement on the matter. [40633/14]

As the Deputy is aware my Department appointed Contractors Administration Services (CAS), to conduct random audits on school building projects. CAS have been requested to carry out a full monitoring service for the duration of the contract at the school in question. Should irregularities be uncovered in terms of non-compliance with relevant employment law, enforcement and prosecution falls under the remit of NERA and my Department will report any discrepancies found to it.

If the audit uncovers any other matters of concern regarding tax compliance or social welfare fraud, such matters will be referred to either the Revenue Commissioners and/or the Department of Social Protection as appropriate.

School Transport Provision

182. Deputy Finian McGrath asked the Minister for Education and Skills the position regarding secondary school transportation (details supplied) in County Dublin; and if she will make a statement on the matter. [40634/14]

I wish to advise the Deputy that Special Schools funded by my Department are intended to cater for children and young persons with special educational needs from 4 years until the end of the school year in which they reach their 18th year.

At that point, the Department of Health/Health Service Executive assumes direct responsibility for young adults with special educational needs who are over 18 years. My Department, at that stage, may allocate resources towards an education component of such provision.

Under the terms of my Department's School Transport Scheme for Children with Special Educational Needs, children are eligible for transport where they are attending the nearest recognised school that is or can be resourced to meet their special educational needs. Eligible children retain their transport eligibility while they remain enrolled in the special school.

As the care facility being attended by the individual referred to by the Deputy does not come within the scope of the Department's school transport scheme for children with special educational needs the provision of school transport cannot be considered in this case.

Departmental Funding

Deputy Ciarán Lynch asked the Minister for Education and Skills if the additional budgetary funding allocated to literacy and numeracy strategy encompasses adult education; if there is any additional provision for workplace education and in particular for the skills for work programme; and if she will make a statement on the matter. The National Literacy and Numeracy Strategy is aimed primarily at improving children's literacy, but places value on parents improving their own literacy so that they can support their child's development from birth. The additional funding provided for the Literacy and Numeracy Strategy as part of the 2015 Estimates will be allocated mainly towards initial teacher education for the primary and post primary sector.

The Skills for Work Programme is funded from the National Training Fund (NTF) which provides literacy and numeracy tuition to people in the workplace. Final allocations from the NTF will be determined as part of the Revised Estimates 2015 process.

The level of investment in adult literacy programmes has been maintained at approximately €30 million per annum over the last number of years, recognising the need to continue to tackle this issue despite the difficult position of the public finances over the period.
