Mar a mhínigh mé i mo fhreagra ar Cheisteanna Uimh 1763, 1767 agus 1781 faoin ábhar seo cheana ar an 17 Meán Fómhair 2014, is ceist oibríochtúil í seo d'Fhoras na Gaeilge. Ní mór dom a threisiú fosta nach cáilíocht san aistriúchán atá i gcóras creidiúnaithe Fhoras na Gaeilge ach dearbhú i ndáil le caighdeán oibre an aistritheora. Go hachomair, tuigim ó Fhoras na Gaeilge gur cuireadh in iúl d’aistritheoirí a raibh an Séala Creidiúnaithe d’Aistritheoirí faighte acu roimh 2013 go rachadh an séala atá acu in éag ag deireadh na bliana 2015 ach go gcuirfí scrúdú athchreidiúnaithe ar bun i mbliana agus arís in 2015 don uair dheireanach.

Ag eascairt as plé idir Foras na Gaeilge agus na haistritheoirí le gairid, tuigtear dom go bhfuil an scrúdú athchreidiúnaithe a bhí beartaithe i mbliana curtha ar ceal agus go bhfuil moltaí á lorg ó na haistritheoirí faoin 19 Nollaig 2014 maidir le bearta a chinnteoidh ardchaighdeáin in earnáil an aistriúcháin sa todhchaí.

Turf Cutting Compensation Scheme Payments

38. Deputy Seán Ó Fearghaíl asked the Minister for Arts, Heritage and the Gaeltacht if she will provide an update with regard to the restrictions on turf cutting in certain counties; the number of turf cutters by county who have been compensated; the average compensation package awarded; the total spend on compensation; and if she will make a statement on the matter. Some 3,017 applications for compensation under the cessation of turf cutting compensation scheme for raised bog special areas of conservation (SACs) have been received and acknowledged by my Department. 6,116 payments and 610 deliveries of turf have been made in respect of the applications received. In addition, 1,197 once-off incentive payments of €500 have been made to applicants who have signed and returned legal agreements under the scheme to my Department.The total expenditure amounts to over €10.9 million. This expenditure is comprised of amounts paid in respect of annual payments, turf deliveries and once-off incentive payments.

Details of the expenditure on annual payments and once-off incentive payments under the scheme to date, grouped by county, are set out in the following Table 1 SACs. A number of raised bog special areas of conservation straddle more than one county and it is not possible to give a single figure per county where this arises.

The cessation of turf cutting compensation scheme has been extended to land owners and turbary right holders affected by the restrictions on turf cutting in raised bog natural heritage areas (NHAs). 147 applications have been received and 68 payments have been made at a cost of over €103,000 to applicants from these sites. Details of the expenditure under the scheme to date for these sites, grouped by county, are set out in the following Table 2 NHAs. My Department estimates that in the region of 2,200 individual applicants have received payments under the cessation of turf cutting compensation scheme, with the average amount paid under the scheme to each individual in the region of €5,000.

Domiciliary Care Allowance Applications

39. Deputy Charlie McConalogue asked the Tánaiste and Minister for Social Protection to set out the position regarding a domiciliary care allowance application in respect of a person (details supplied) in County Donegal; and if she will make a statement on the matter. [40491/14]

The person concerned applied for domiciliary care allowance in respect of three children in September 2014. These applications have been forwarded to one of the Department’s Medical Assessors for their medical opinion. Following receipt of these opinions, a decision will be made in respect of each application by a Deciding Officer and notified to the person concerned. It can currently take 10 weeks to process an application for DCA.

Child Benefit Payments

41. Deputy Aengus Ó Snodaigh asked the Tánaiste and Minister for Social Protection to set out the number of children who were refused or discontinued child benefit this year and last year for not being in full-time education broken down by age 16 and 17 years respectively. [40564/14]

Child benefit is a universal payment that assists parents with the cost of raising children and contributes towards alleviating child poverty. The estimated expenditure on child benefit in 2014 is around €1.9 billion and it is currently paid to around 613,000 families in respect of some 1.17 million children.

Child benefit is paid up to and including the month of the child’s 16th birthday and continues to the month of the 18th birthday provided the child is in full-time education. In order for payment to continue after the age of 16, it is necessary for the school to certify that the child is in full-time education and will be until the age of 18.

The Department does not hold a record on the number of children where child benefit is discontinued at age 16 or 17 due to them not being in full-time education. The number of claims refused on this basis would be very small, but there would also be a number of cases where parents do no claim child benefit as they know that continuing in education is a qualifying factor.

Employment Rights

Deputy Peadar Tóibín asked the Tánaiste and Minister for Social Protection when the investigation by her Department into complaints make against contractors working at a publically-funded construction project (details supplied) will be complete; if this investigation will conclude before the project is completed; and to outline the action that will be taken against the contractors should the complaints by workers be upheld by her Department. My Department is committed to tackling all forms of shadow economy activity and, in this regard, Departmental inspectors carry out visits to a wide range of businesses, including building sites, as part of their on-going compliance operations. In many instances, such visits are undertaken jointly with other State agencies such as the Revenue Commissioners and the National Employment Rights Authority (NERA).

The location and site referred to was visited by inspectors from my Department’s Special Investigation Unit and officers from Revenue and NERA on 23rd September 2014.

Given the different types of work (block laying, roofing, electrical, etc.) that may occur on a building site at different times of a construction, visits to such sites are not necessarily in the form of a ‘specific time bound investigation’ into activities on any particular site. Such visits are ‘open ended’ fact-finding visits wherein evidence of compliance or non-compliance may be detected. Where evidence of non-compliance or mis-classification of employment status is detected, appropriate action against those found to be non-compliant is taken.

On foot of the representations made by the Deputy, the issues highlighted are being comprehensively examined in light of the above inspection. However, a person’s compliance and employment status is confidential to that individual. In that regard, the Department cannot give specific details of either on-going areas of concern or the outcome of their operations on building sites (including sites of publicly funded projects) as that may contravene confidentiality.

Pathways to Work sets out the Government’s policy direction on labour market activation and is a key element of the Government’s strategy to get Ireland working again. The strategy outlined in Pathways is devised to ensure new job opportunities are made available to people on the live register with particular focus on the longer-term unemployed and that jobseekers are prepared to avail of work opportunities. This strategy has been reinforced with the additional measures I announced in Budget 2015 to provide for an expansion of JobsPlus and a new incentive for long-term unemployed jobseekers with children to return to work. JobsPlus will remain exclusively targeted at jobseekers who have been out of work for over 12 months. While I plan to announce a broadening of the eligibility criteria for JobsPlus in the near future, this will not include farmers in receipt of a Farm Assist payment from the Department on the basis that farmers are self-employed in their farming occupation, notwithstanding the fact that some income support is required.

At the end of September 2014, 2,273 employers received payments in respect of 3,000 employees who were previously long-term jobseekers. Further details of the JobsPlus incentive, including how to apply, are available on www.jobsplus.ie.
