The question of residency status does not arise at this time in the case of the person whose details were supplied. If the person concerned has made an application for asylum or subsidiary protection, the Deputy will be aware that it is not the practice to comment on such applications for so long as they remain in the protection process.

I am advised by the Irish Naturalisation and Immigration Service (INIS) of my Department that the person concerned was granted temporary permission to remain in the State in 1999 under the arrangements then applicable to the non-EEA national parents of Irish born citizen children. This permission was renewed on a regular basis by the Garda National Immigration Bureau (GNIB), with the latest permission granted to him expiring on 26 March, 2014.

The person concerned applied to the INIS for renewal of permission to remain in the State on 21 May, 2014. He was requested to provide documentary evidence regarding his financial situation and continuous residence in the State and some documentation was received on 30 September, 2014, including his passport, which on examination showed that he was absent from the State for considerable periods of time. The person concerned was then requested to provide additional documentation and information in regard to his travel outside the State by letter dated 7 October, 2014. To date, no reply has been received. Upon receipt of a response and appropriate documentation, his case will be examined by the relevant officials in INIS and a decision on his future status in the State communicated to him in due course.

I should remind the Deputy that queries in relation to the status of individual Immigration cases may be made directly to INIS by Email using the Oireachtas Mail facility which has been specially established for this purpose. The service enables up-to-date information on such cases to be obtained without the need to seek this information through the more administratively expensive Parliamentary questions process.

Disability Services Funding

Deputy Billy Kelleher asked the Minister for Justice and Equality in view of the immense benefit assistance dogs provide to children with autism, if she will provide funding in order that families do not have to fundraise almost €5,000 themselves to get an assistance dog for their children. My Department has no role in funding of services for people with disabilities, which is a matter for the Department of Health and the Health Services Executive. My Department's role is to coordinate policy on a cross-Departmental basis on disability policy issues.

I am advised by the Irish Naturalisation and Immigration Service (INIS) of my Department that further information was requested by INIS on 29 October from the person mentioned by the Deputy. On receipt of the information requested, the application will be examined in detail.

Queries in relation to the status of individual immigration cases may be made directly to the INIS by e-mail using the Oireachtas Mail facility which has been specifically established for this purpose. This service enables up-to-date information on such cases to be obtained without the need to seek information by way of Parliamentary Questions process. The Deputy may consider using the e-mail service except in cases where the response from INIS is, in the Deputy's view, inadequate or too long awaited.

Deputy Brendan Smith asked the Minister for Justice and Equality if additional resources will be approved for the Cavan-Monaghan Garda district in view of the increase in crime in both counties in recent years; if her attention has been drawn to the concerns of many communities in relation to a recent spate of burglaries in both urban and rural areas; and if she will make a statement on the matter. As the Deputy will be aware, one of the primary functions of the Garda Commissioner under the Garda Síochána Acts, is to direct and control An Garda Síochána. In this regard, the Garda Commissioner is responsible for the distribution of all resources, including fully sworn members and Reserve Gardaí, among the Garda Regions, Divisions and Districts. Garda management keep this distribution under continuing review in the context of security assessments, crime trends and policing priorities so as to ensure that the best possible use is made of these resources.

I have been informed by the Garda Commissioner that the full complement of Gardaí, Reserve Gardaí and civilians attached to each Garda Station in the Cavan-Monaghan Division, on the 30 September 2014, the latest date for which figures are readily available, was as set out in the table below.

As you will be aware the first intake since 2009 of 100 new recruits entered training at the Garda College in Templemore on Monday 15 September 2014. This marked a positive step forward for policing in Ireland. Furthermore, as provided for in Budget 2015 the process of recruiting 200 new Gardaí to the force will continue over the next few months. The situation will be kept under review and when these additional personnel next become available the needs of the Cavan/Monaghan Garda Division will be fully considered within the overall context of the needs of Garda Divisions throughout the country.

It is my intention that there will be ongoing recruitment and I am discussing the details of this with my colleague the Minister for Public Expenditure and Reform.

The provision and allocation of Garda transport is a matter for the Garda Commissioner in the light of identified operational circumstances and the availability of resources.

Responsibility for the efficient deployment of Garda vehicles in each Division is assigned to the Divisional Officer, who may allocate vehicles between stations, as required by operational circumstances. The Deputy will appreciate that a degree of flexibility in allocating and re-allocating vehicles among stations, so as to best match the allocation of resources with policing priorities, is essential to the efficient management of the Garda fleet. As a consequence it is not fully practicable to provide a breakdown of Garda vehicles by each individual Garda station.

In that context, I am advised by the Garda authorities that the number of Garda vehicles assigned to the Garda Districts in which the stations referred to are located is 29 and 21 respectively. The Deputy will be aware that I recently secured an additional €10 million for investment in the Garda fleet. This funding will provide for a significant number of new Garda vehicles. In that context, I am advised by the Garda authorities that, to date, an order for 370 new vehicles has been placed. These vehicles will be allocated over the coming months, following fit out, in accordance with the Garda Commissioner's identified operational requirements.
