479. Deputy Anthony Lawlor asked the Minister for Education and Skills if there are circumstances where a person not in receipt of a social welfare payment could be deemed eligible to partake in SOLAS training schemes, either subsidised by the State or at their own expense; and if she will make a statement on the matter. While priority access to former FÁS training courses is given to those in receipt of an eligible Department of Social Protection payment, all unemployed persons are eligible to participate on such courses free of charge.

It should be noted, however, that anyone referred to such a course can only receive a training allowance if they are in receipt of an eligible payment from the Department of Social Protection.
