Deputy Michael Healy-Rae asked the Minister for the Environment, Community and Local Government further to his recent announcements with regard to Irish Water that landlords will have to take responsibility for their tenants if they do not pay the water charges and that they will have to act as agents of the State, his views on whether this is an unfair penalty that landlords will have to suffer; and if he will make a statement on the matter.
