Deputy Seán Kyne asked the Minister for Transport, Tourism and Sport the definition of a "commuter route" as defined by Iarnród Éireann; if a customer who commutes to a city to work and purchases a yearly ticket should be classed as a commuter and if the route is classed as a commuter route; the reason the Athenry to Galway route is not defined as a commuter route similar to the Hazlehatch to Dublin and Cobh to Cork routes, both of which have considerably cheaper yearly rates than the route from Athenry to Galway; and if he will make a statement on the matter. Rail Network Expansion

The DART Underground Programme, as envisaged under Transport 21, is made up of 2 elements:

(1) The development of an underground tunnel (the DU project) between Docklands and Inchicore which will serve a number of key locations in the city centre with underground stations

(2) A series of associated sub-projects including the City Centre Resignalling project, a new Centralised Traffic Control Centre (CTC), Resignalling and Elimination of level-crossings on the Maynooth line, Electrification to Malahide, Maynooth and Hazelhatch, the Kildare Route Project Phase 2 and the expansion of the DART fleet and associated depot facilities.

When the Tunnel element was postponed under the current capital plan there was a commitment to reconsider it in advance of the next capital plan. In that regard, the Business Case is now being reviewed and assessed by the National Transport Authority (NTA). The NTA will ensure that the new business case is based on the latest data on population, transport demand, construction costs etc and meets all the requirements of the revised public sector code for capital projects which was published last year. I expect to receive it in Q1 2015. At the same time I expect to receive the outcome from the Fingal/North Dublin Transport Study and the preliminary Business Case for the BRT to Swords.

Following receipt and assessment of the reports I will then consider the options and priorities for addressing key public transport deficits in the GDA having regard to the costs and benefits and affordability of each project as well as funding sources and options including private funds, EIB loans and EU grants.

Some of the DART Underground associated sub-projects which have benefits in and of themselves are either underway already, such as the City Centre Resignalling project, or preliminary studies have commenced, such as for the new CTC. Subject to funding availability, some of the other sub-projects may proceed over the next number of years.

The position regarding people returning or coming to live in Ireland with US driving licences is one of which I am well aware, and which has arisen a number of times.

The starting point is that the purpose of a driver licensing system is to ensure basic standards of driving on our roads. Ireland operates within a framework of EU driver licensing law, and on this basis we recognise other EU driving licences for the purposes of mutual exchange, as all EU licences are issued according to the same standards.

In addition, we have bilateral agreements with a number of non-EU states, where detailed study has shown that their licensing regimes and ours are compatible.

We do not have such an agreement with the USA. This is because American driver licensing operates at State level, with widely varying systems and standards of licensing. Even if we were to recognise licences from some States, it could draw us into extremely complicated difficulties over the mutual recognition arrangements which those States would have with other American States.

As a result, regrettably, people moving here with a US licence may drive only for a period up to a year on a visitor basis, but must then acquire an Irish licence. While they are required to undertake a theory test, mandatory lessons and driving test, they are not bound by the usual rule to be a learner for six months before taking the driving test.
