329. Deputy Billy Kelleher asked the Minister for Children and Youth Affairs if he will provide, in tabular form by county, the funding his Department has provided for city or county child care committees every year since 2011. [49097/14]

The City and County Childcare Committees (CCCs) were established in 2001 to advance the provision of childcare facilities in their local areas.

The funding provided by this Department to each CCC for the years 2011 to 2014 is shown in the table. It should be noted that in 2012 my Department reviewed the funning provided to each City and County Childcare Committee relative to the numbers of children and services within the area and the level of deprivation. Following that exercise, it was found that some committees were relatively over funded and others relatively underfunded. A new Framework for allocations to CCCs was developed and is now being implemented. For the period 2013 and 2014, therefore, the allocations were adjusted so that relatively overfunded committees had a greater reduction in funding than those that are relatively underfunded.

Since coming to office, I have not used my Ministerial allowance for photography. The only photography costs incurred by my Department were in respect of the recent Comhairle na nÓg national showcase event at Croke Park on 20th November 2014. This biennial event included a celebration to mark the 25th anniversary of the United Nations Convention on the Rights of the Child and was attended by the Taoiseach. The photographer was booked by Foróige but the cost of €522.75 was paid by my Department.

With regard to my Department's internal policy on external groups providing public relations services, such groups are hired as needs arise, where it is felt their professional expertise can be of assistance to my Department.

Since its establishment in 2011 my Department has incurred no costs in respect of IT Consultancy contracts. My Department's IT services are provided through a service level agreement with the Department of Health.

*The membership of the board of the Family Support Agency was appointed to the board of the new Child and Family Agency on its establishment on 1 January 2014.

In line with the Government decision of April 2011, new arrangements were put in place for the making of appointments to State Boards and bodies. On the Department's website, the vacancies on the boards of State Bodies and Agencies operating under my Department's aegis were indicated and expressions of interest from persons interested in being appointed to these boards were invited. My officials acknowledged all expressions of interest received and maintained a database of those expressions.

In May 2013 the Public Appointments Service (PAS), on behalf of my Department, sought expressions of interest from those interested in being appointed to the Board of the Family Support Agency having regard to both its existing statutory functions and its planned role in facilitating the establishment of the Child and Family Agency.

New arrangements concerning appointments to State Boards have recently been approved by Government and guidelines covering the process to be used were published on 25th November 2014 by the Department of Public Expenditure and Reform. Under these new arrangements, PAS will manage the process of advertising and subsequently, the selection of suitable potential appointees to State Boards. Currently, there is one vacancy on the Board of the Children Detention Schools following the resignation of a Board member. My Department will engage with PAS shortly in this regard.

The Deputy may wish to note that the governing legislation in relation to each of these bodies sets out the composition of the board either in terms of their qualifications and experience, or the Government Minister or body that is responsible for nominating representatives on them or who must be consulted in the nomination process.

In making my decisions on appointments to boards, subject to the governing legislation, I will consider the most suitable persons for the positions available with due regard to the body or agency in question and its particular responsibilities and I will seek to ensure that the appropriate mix of skills and experience is in place to achieve the best result.

In order to deliver key commitments in relation to children and young people and to put in place a unified framework of policy, legislation and provision across Government in respect of children and young people, it is at times necessary to commission reports and utilise expertise from a range of expert individuals and bodies. My Department ensures that all reports commissioned are of direct relevance to the operational and policy commitments of my Department.

Growing Up in Ireland

In 2006 a Contract to carry out the National Longitudinal Study of Children in Ireland was awarded by the Department of Health and Children (through the Office of the Minister For Children & Youth Affairs) to a consortium comprising of the ESRI and the Children’s Research Centre at TCD. Since then the Study has adopted the working title of 'Growing Up in Ireland'. As part of this overall contract the ESRI/TCD are required to prepare and publish reports from time to time. The Department of Children and Youth Affairs meets the costs of printing these reports and since this Department was established in June 2011 the total cost of printing was €23,936.45.

Claims in respect of travel and subsistence are only paid in respect of costs necessarily incurred in the performance of official duties and are in line with the relevant travel and subsistence circulars as issued by the Department of Public Expenditure and Reform and previously by the Department of Finance, particularly Circular 11/82 which sets out the detailed instructions governing the payment of travelling and subsistence allowances.

Expenditure in this regard is examined by the Office of the Comptroller and Auditor General as part of their annual audit of Departmental expenditure.

I have stated my intention to bring a memorandum for Government, seeking approval to draft the General Scheme of legislative provisions for assisted human reproduction.

It is envisaged that a comprehensive Bill would deal with a wide range of issues from the beginning to the end of the assisted reproduction process and will include provisions relating to the issue of surrogacy.

Since this Government began its current term of office in 2011 staff numbers have increased in Beaumont Hospital by 3% to 3,017 Whole Time Equivalents (WTEs). It should be noted that while numbers of Management/Admin staff during the same period decreased by 3.2%, (11.5% since the introduction of the moratorium on staff recruitment in March 2009) numbers of medical/dental staff increased significantly by 14%.

The Health Service Executive has been asked to examine this matter and to reply to the Deputy as soon as possible. The Health Service Executive operates the General Medical Services scheme, which includes medical cards and GP visit cards, under the Health Act 1970, as amended. It has established a dedicated contact service for members of the Oireachtas specifically for queries relating to medical cards and GP visit cards, which the Deputy may wish to use for an earlier response. Contact information has issued to Oireachtas members. If the Deputy has not received a reply from the HSE within 15 working days, please contact my Private Office who will follow up the matter with them.

The Department of Health has both formal and informal structures in place with the HSE and HIQA in relation to the monitoring of developments, on an ongoing basis, relating to the delivery of health and personal services in Ireland. The Department was advised by the HSE that serious allegations of abuse of vulnerable people with a disability residing in Áras Attracta had been made in the week commencing 24 November 2014. The Department also received advance notice in early December from the HSE that serious allegations of mistreatment of residents in Áras Attracta 2014 and would be broadcast on the Prime Time Programme on 9 December 2014. The HSE fully cooperated with the Department in briefing officials and the Minister for Health and Minister of State at the Department of Health on all the relevant issues relating to Áras Attracta including the implementation of immediate measures to (a) suspend staff in bungalow 3, (b) safeguard the welfare of all residents in Áras Attracta and (c) the initiation of both an expert investigation into these serious allegations chaired by Mr Christy Lynch and an independently chaired review of the services provided at this facility, led by Dr Kevin McCoy. This process of engagement with the HSE and HIQA is ongoing.
