Tháinig síneadh mór ar ról agus feidhmeanna na Roinne le 2 bhliain anuas, inar aistríodh breis agus 1,700 comhalta foirne agus a bhfeidhmeanna a bhí ag oibriú, ag an tráth sin, ó bhreis agus 900 láthair. 77. Deputy Brendan Griffin asked the Tánaiste and Minister for Social Protection if a supplementary welfare exceptional needs payment will be provided for persons in need of urgent dental treatment; and if she will make a statement on the matter. [1457/15]

Under the supplementary welfare allowance (SWA) scheme, the Department may make a single exceptional needs payment (ENP) to help meet essential, once-off and unforeseen expenditure which a person could not reasonably be expected to meet out of their weekly income. The Government has provided €27.9m for ENPs in 2015.

There is no automatic entitlement to a payment. The ENP scheme is demand led and payments are made at the discretion of the officers administering the scheme taking into account the requirements of the legislation and all the relevant circumstances of the case in order to ensure that the payments target those most in need of assistance.

In general, the ENP scheme is not intended to cover circumstances where responsibility for the expenditure rests with another Government Department or Agency. In the case of dental treatment, this responsibility rests with the Health Service Executive (HSE).

Under the Treatment Benefit Scheme, the Department of Social Protection (DSP) provides dental, optical and aural services to qualified people who have the required number of PRSI contributions. Under the dental benefit scheme, the Department pays the full cost of an oral examination once a calendar year.

An application for domiciliary care allowance (DCA) was received from the person concerned on 5 November 2014. This application has been forwarded to one of the Department’s Medical Assessors for their medical opinion. Following receipt of this opinion, a decision will be made by a Deciding Officer and notified to the person concerned. It can currently take 10 weeks to process an application for DCA.

Table 1 contains details of the breakdown of JobBridge host organisations by number of interns.

Table 2 contains details of the breakdown of JobBridge interns by age.

Table 3 contains details of the breakdown of JobBridge interns by Government Department and Agency.

Since the commencement of JobBridge in July 2011, 805 interns have been placed with the 5 host organisations with the highest number of interns, of whom 317 are currently on placement. 3 of those host organisations are in the public sector, 1 in the private sector and 1 in the community and voluntary sector.

At present, a total of 43 host organisations are excluded indefinitely from participation, a number of others are excluded for shorter periods of time. The reasons for exclusion from participation in the scheme vary and include issues such as poor quality internships, that there is evidence of employment displacement, that the internship as operated did not reflect that which was advertised and that Standard Agreement was not completed as required.

Following the announcement of the Youth Developmental Internship, when the Tánaiste invited expressions of interest from potential host organisations, the Department has undertaken a number of actions to develop and promote interest in the scheme. In addition to contacting a range of potential host organisations the Department has also contacted the Education and Training Board Ireland (ETBI) to develop a one week work preparation course. It is envisaged that the first intake of participants will be in March/April 2015.

The Department, in the immediate future, will provide for quantitative evaluation of a number of programmes through econometric analysis of post-programme outcomes for participants and for control groups of non-participants. The evaluation approach will be based on learning from a “pathfinder” evaluation of the Back to Education Allowance currently close to finalisation by ESRI, exploiting data from a longitudinal jobseekers’ database developed by the Department. This project is establishing the extent to which the data, and the available evaluation techniques, are able to produce insights sufficient to support policy choices and the assessment of the costs and benefits of alternative approaches. Building on the outcome of the pathfinder project, it is intended to launch structured, econometric, evaluation(s) of a number of further programmes, including JobBridge, in 2015.

Participation in JobBridge is voluntary therefore prospective interns are free to apply for internships which are of interest to them. As such PEX is not a determining factor for participation and the data regarding PEX as requested by the question is not routinely recorded as part of the JobBridge process.

The Department receives employer supplied progression data at the end of each internship which outlines the reason for the completion of the internship. This information will form part of the econometric evaluation examining progression rates for a number of activation programmes as outlined above.

In general the cooling off period applies to all host organisations as per the scheme guidelines. In cases where the cooling off period is waived this is done on a case by case basis, and as such statistics are not maintained.

From July, 2011, some 65,686 internship positions have been advertised by host organisations, of which 29,387 internship have not been filled.

The Employment and Youth Activation Charter was launched by An Tánaiste on the 29th September 2014. The Charter is an initiative of the Labour Market Council which was established by An Tánaiste to help drive actions under the Government’s programme of change as set out in the Action Plan for Jobs and Pathways to Work.

33 companies have signed the Charter to date. Companies who sign the Charter are agreeing to engage with the Department in relation to supporting a number of activities which will benefit unemployed people – particularly long-term and young unemployed people – find a route back into employment. There are three main areas of activities which a company may be involved in:

- Considering potential candidates from the live register as part of the recruitment process. Companies who sign the Charter guarantee that at least 50% of candidates to be considered for interview will be taken from the live register;

- Providing training/work experience opportunities, and

- Providing employability supports including information sessions for jobseekers and advice/guidance in relation to job search, CV preparation and interview skills.

Given the early stage of rollout of the charter, data is not yet available in regard to its impact on employment of people from the live register. Data will be collected and made available in Q2 2015.

The Charter is reflective of the ongoing work of my Department in building relationships with employers and is also a means of publicising the supports and services available from my Department which form the basis of that work and of raising employer awareness about initiatives, such as JobsPlus, JobBridge and the Youth Development Internship.

The ethos of the Charter is to build on the strong corporate social responsibility practices operating in Ireland through the involvement of business in supporting Ireland’s jobseekers by contributing in terms of their organisations’ time and expertise.

I would very much welcome the Deputy’s support in encouraging employers to sign the Charter which can be accessed on www.welfare.ie.
