The Health Service Executive has been asked to examine this matter and to reply to the Deputy as soon as possible.

The Health Service Executive operates the General Medical Services scheme, which includes medical cards and GP visit cards, under the Health Act 1970, as amended. It has established a dedicated contact service for members of the Oireachtas specifically for queries relating to medical cards and GP visit cards, which the Deputy may wish to use for an earlier response. Contact information has issued to Oireachtas members.

The National Waiting List Management Policy, A standardised approach to managing scheduled care treatment for in-patient, day case and planned procedures, January 2014, has been developed to ensure that all administrative, managerial and clinical staff follow an agreed national minimum standard for the management and administration of waiting lists for scheduled care. This policy, which has been adopted by the Health Service Executive, sets out the processes that hospitals are to implement to manage waiting lists.

The Residential Institutions Statutory Fund Board was established on 25 March 2013 by the Minister for Education and Skills under the provisions of the Residential Institutions Statutory Fund Act 2012. The role of the Board is to oversee the use of the cash contributions to the fund to support the needs of survivors of residential institutional child abuse, including mental health and health and personal social services.

I understand that the funding provides for the health and personal social services for survivors such as GP, medical, and surgical treatment, hospital treatment, pharmacy services including drugs and medical or surgical appliances and aids, home help and other services to help people remain in their own homes, dental, ophthalmic or aural services, and ancillary services such as chiropody, chiropractic, occupational therapy, physiotherapy, podiatry or speech therapy. In addition, counselling and psychological support services are covered.

In view of the comprehensive suite of services outlined above, I do not propose that any other services be considered by my Department.

Nursing Homes Support Scheme Eligibility

Deputy James Bannon asked the Minister for Health his plans for older persons resident in long-term residential units with no means for payment of residential care costs for their stay in nursing homes for the period between approval by the Health Service Executive and their fair deal commencing which is often three to four months; and if he will make a statement on the matter. The HSE controls the rate at which funding is released in order to operate within budget for the Nursing Homes Support Scheme. All applicants approved for the Scheme are put on the national placement list in order of their approval date to ensure equity nationally.

Individuals who are awaiting funding approval can contact their local HSE Area Manager's Office to discuss their circumstances and the options that may be available in the interim. The provision of services is, however, subject to the level of resources available.
