179. Deputy Derek Nolan asked the Minister for the Environment, Community and Local Government if he will provide an update on the way he envisages landlords are going to collect Irish Water payments from tenants; the rights and responsibilities of the tenants in this regard; his views that it is fair for some landlords to increase tenants deposits in order to cover expected charges; the way he plans to dissuade landlords from doing same; and if he will make a statement on the matter.
