581. Deputy Aengus Ó Snodaigh asked the Minister for Health the reason the documents relating to a medical card application in respect of a person (details supplied) in Dublin 10 have been mislaid several times and the person has been provided a new application number on the pretext that the required medical and financial documents were not supplied in the required time despite the documents having been sent in, which does not take account of the date on which the first application was made and starts only from December 2014; and the action she will take to re-instate the original application date and have a medical card issued forthwith. General Medical Services Scheme

The HSE has statutory responsibility for decisions on pricing and reimbursement of medicinal products under the community drug schemes in accordance with the provisions of the Health (Pricing and Supply of Medical Goods) Act 2013.

The decisions on which medicines are reimbursed by the taxpayer are made on objective, scientific and economic grounds by the HSE on the advice of the National Centre for Pharmacoeconomics. They are not political or Ministerial decisions.

The HSE received an application for the inclusion of Regorafenib in the GMS and community drugs schemes. The application is being considered in line with the procedures and timescales agreed by the Department of Health and the HSE with the Irish Pharmaceutical Healthcare Association for the assessment of new medicines.

In accordance with these procedures, the National Centre for Pharmacoeconomics conducted a pharmacoeconomic evaluation of Regorafenib. The HSE is currently considering the results of that assessment and a subsequent commercial negotiation with the pharmaceutical company Bayer to seek to address some of the concerns raised in the assessment. No further comment is possible at this time.

Obesity Strategy

587. Deputy Mary Mitchell O'Connor asked the Minister for Health his plans to develop a policy and action plan to tackle obesity; the type of consultation; who will be consulted; when a draft will be ready; and if he will make a statement on the matter. [11337/15]

The overall aim is to develop a policy and action plan for addressing overweight and obesity in Ireland. This aim reflects the vision of Healthy Ireland, a Framework for Improved Health and Wellbeing 2013-2025, which provides a focus on maintaining health and wellbeing and prevention of ill health, rather than just treating illness, and recognises a whole of government and whole-of-society approach to addressing health and wellbeing issues.

The objectives of the Plan are to:

1. Develop a list of priority actions to prevent and manage overweight and obesity in Ireland for the period 2015 to 2025 based on the best available evidence.

2. Develop a plan to progress those actions and to foster cross-sectoral engagement, ownership and accountability.

3. Integrate the action plan within Healthy Ireland and the national policy framework for children and young people.

4. Ensure appropriate integration of the proposed National Physical Activity Plan and other relevant aspects of government policy such as those relating to disease/disability and the physical environment.

The Action Plan will consist of a 50 page document focusing on the areas of supply and availability of Food including pricing and marketing; prevention of overweight and obesity including screening and education; management of overweight and obesity; and information and research. Key stakeholders - including healthcare professionals, industry, relevant government departments, NGOs and children - will be formally consulted as part of the consultation process. The consultation report of this process will feed into the drafting of the Obesity Action Plan which will be finalised during 2015.

Priority is given in accordance with a range of criteria, including an individual's health status, age, source of referral, and living circumstances. More detailed information will be forwarded directly to the Deputy. The HSE is reviewing and standardising all national audiology work processes during 2015 including the referral prioritisation system.

The National Ambulance Service provides support to Community First Responder groups in relation to training, management and administration of schemes. In relation to funding, my Department administers a National Lottery Discretionary Fund, from which once-off grants are paid to community and voluntary organisations providing a range of health-related services. Organisations wishing to make an application for National Lottery Funding should submit a formal application. The closing date for applications is 1 May 2015.

The Neurological Alliance of Ireland receives funding under the Scheme to Support National Organisations. This scheme is operated by the Minister for the Environment, Community and Local Government. I understand that bridging funding continues to be provided by the Department of the Environment, Community and Local Government to the Neurological Alliance of Ireland pending the outcome of a review of the scheme which is currently being undertaken by that Department.

Long-Term Illness Scheme Coverage

The Long Term Illness (LTI) Scheme was established under Section 59(3) of the Health Act, 1970 (as amended). Regulations were made in 1971, 1973 and 1975 specifying the conditions covered by the LTI Scheme.

Under the LTI Scheme recipients are entitled to the medicines and appliances that are prescribed for the qualifying condition without charge. In this case as the drug Creon is not prescribed for a qualifying illness it is not possible for the drug to be provided under the LTI scheme.
