Sports Capital Programme Applications

Charlie McConalogue

Question:

991. Deputy Charlie McConalogue asked the Minister for Transport, Tourism and Sport the number of applications from golf clubs which were successful in each of the past three years in funding rounds for sports capital grants funds; if golf clubs are eligible for funding under the current round of sports capital grants; if a certain amount of funding will be allocated for applications from golf clubs under the current funding allocation; and if he will make a statement on the matter. In 2012 two golf clubs received allocations under the SCP while in 2014 three golf clubs received allocations. There was no round of the SCP in 2013.

On Tuesday 10th March I was delighted to announce the opening of the 2015 round of the Sports Capital Programme.

Any organisation, including a golf club, can apply for funding under the Programme. SCP funding is focused on community sports where the maximum number of people can participate. The Department may deem any organisation that places restrictions on membership or usage as a private organisation and therefore not eligible for SCP funding. In general, if applications for membership need to be approved by a membership committee or new members must be nominated by several current members then these run the risk of being considered a private club. In considering if an applicant might be commercial the fee structure for members is examined, along with responses to the questions on page 13 of the application form:  what groups will use the facility? and how do you plan to encourage disadvantaged groups and people to use the proposed facility? Simply charging for use of a facility does not indicate that an organisation is commercial but the charges should not be prohibitively high. If an organisation is concerned that its application may be considered private or commercial it should contact the Department for advice.

I do not propose to ring-fence funding for particular sports in advance of the allocations. 

I would advise all those who are interested to ensure that they are registered on the online system before 5pm on Friday 10th April 2015 (if not already registered) and to submit their online applications well in advance of the deadline of 5pm on Friday 24 April 2015.

Tourist Accommodation

Under the Tourist Traffic Acts 1939-2011, Fáilte Ireland has specific powers and functions in relation to the registration and grading of tourist accommodation. In accordance with the legislation, certain types of accommodation, such as hotels and guesthouses are statutorily obliged to register, whereas other accommodation segments, such as B&Bs are not. In addition to the statutory regulation, Fáilte Ireland also offers a quality assurance approval and listing system for the non-statutory tourist accommodation segment. This is voluntary and includes, among others, smaller self-catering schemes, Irish home B&Bs and historic houses with accommodation. There are no plans at present to amend the current systems.

Were the mandatory registration scheme to be extended to cover other forms of accommodation, it would have to be self-financing. Given that such a system would require substantial administration and policing to be effective, the value of putting this in place is questionable. For small, seasonal businesses in particular, the potential administrative burden and associated costs of a mandatory registration scheme could adversely impact on their viability.

Fáilte Ireland has previously considered the matter of mandatory registration for B&Bs in particular. Although Northern Ireland operates a system of mandatory registration for B&Bs, research and international benchmarking by Fáilte Ireland has established that the registration of B&Bs is not standard practice internationally. Countries that are recognised for having a quality B&B product, such as England, Scotland, Wales, France and New Zealand, do not require mandatory registration. 

On balance, I believe that the current approach is in keeping with best practice internationally and meets the needs of both the industry and the consumer.

 It is open to any organisation with a suitable project to apply for funding under the 2015 Sports Capital Programme (SCP). Information on how to make an application is available on www.sportscapitalprogramme.ie. It is a condition of the Programme that schools may only apply for funding jointly with sports clubs. The deadline for applications is 5pm on Friday 24th April.

Any organisation that wishes to make an application must first register on www.sportscapitalprogramme.ie as this is the only way to apply. The deadline for registration is 5pm on Friday 10 April 2015.

Driver Licence Applications

The six projects shortlisted under Phase One of the Fingal/North Dublin Transport Study published on 8th December are now undergoing further independent analysis assessing cost, engineering, environmental and usage forecasts. The National Transport Authority (NTA) have indicated that they expect to submit the output of the Study in early April.

That output will then require careful consideration in tandem with other analyses being undertaken, including the updating of a business case for the DART Underground project and the work being carried out in the preparation of a draft Transport Strategy for the GDA. I expect to finalise this review by mid-2015 in conjunction with the development of the transport strategy for the region.

Public Transport Subsidies

The National Transport Authority (NTA) has responsibility for certain public transport capital investments in the Greater Dublin Area. In this regard funding is provided by my Department to the Authority each year for public transport projects and programmes including a rolling programme of fleet replacement and refurbishment for buses used on Dublin Bus PSO routes.

The NTA also provides funds for accessibility improvements and works such as the wheelchair ramp replacement programme and the provision of next stop announcements on the Dublin Bus PSO fleet. The NTA is also responsible for the allocation and payment of subvention to Dublin Bus. The amount payable annually is decided by the NTA in accordance with their PSO contract with Dublin Bus.

I have been informed by the agency concerned that the position referred to by the Deputy has been advertised on www.publicjobs.ie, in the Belfast Telegraph and on the agency's own website. The position was also advertised internally to all the staff of the agency.

As the leading recruiter for public service jobs, the website of the Public Appointments Service, www.publicjobs.ie, is the main access route for candidates interested in joining the public service in this jurisdiction. This website provides a cost-effective online recruitment facility and widespread exposure for jobs in the public sector in this jurisdiction.

I understand from the agency that, while the Northern Ireland Civil Service (NICS) has a recruitment website, the normal practice of the NICS is to advertise only those posts for which it has direct recruitment responsibility. In that context, a decision was taken by the agency to advertise in the Belfast Telegraph in Northern Ireland.

Turf Cutting Compensation Scheme Applications

An application for compensation under the cessation of turf cutting compensation scheme has been received by my Department from the individual referred to in the Deputy's Question. I am advised that a payment of €1,500 in respect of Year 1 of 15 (2011) was made to this applicant.

The qualifying criteria for the Cessation of Turf Cutting Compensation Scheme are that:

- The claimant must have a legal interest in one of the 53 raised bog special areas of conservation – ownership or turbary right;

- The claimant must have been the owner or entitled to exercise turbary rights on the land in question on 25 May 2010;

- The turbary on the site must not be exhausted;

- The claimant must have been cutting turf on the land in question during the relevant five year period; and

- No turf cutting or associated activity is ongoing on the property.

My Department is examining the application in view of the qualifying criteria for the scheme. I am advised that an inspection of the plot of bog in respect of which the applicant has applied for compensation has been undertaken and an official from my Department will be in contact with the applicant in relation to the matter shortly.

Arts Funding

The Music Capital Scheme is funded by the Department of Arts, Heritage and the Gaeltacht and managed by Music Network. The closing date for the present scheme was 10 October 2014. Allocations have now been made and these are published by Music Network on its website at www.musicnetwork.ie/musicians/winners/music_capital_scheme_2014/.

I am currently considering capital grant allocations, including a future allocation to the Music Capital Scheme, and decisions will be announced in due course.

My proposal to publish the National Landscape Strategy 2015-2025 was approved by Government recently. The Strategy will assist in meeting our obligations under the European Landscape Convention, which was ratified by Ireland in 2002 and came into effect on 1 March 2004.

It is intended that the Strategy will be published and launched in the coming weeks. Implementation will take place on a phased basis over the lifetime of the Strategy.

Natural Heritage Areas Designation

The focus of my Department is on fulfilling Ireland's obligations under the EU Habitats and Birds Directives and the designation of Natura 2000 sites, i.e. special areas of conservation and special protection areas. This issue has been the subject of adverse findings by the Court of Justice of the European Union and Ireland must address these designations as a priority.

While a review of the natural heritage area network is foreseen, this will not take place in the immediate future, having regard to the available resources.

It should be noted, however, that proposed natural heritage area sites may be recognised in local authority development plans.
