The Single Payment Scheme, which was replaced by the Basic Payment Scheme in 2015, is a fully funded EU Scheme. The requirements for this Scheme were laid down in EU Regulations, which are directly applicable in each Member State. The relevant Regulations governing the Single Payment Scheme were Council Regulation (EC) No 73/2009, Commission Regulation (EC) No 1120/2009 and Commission Regulation 1122/2009.
