144. Deputy Bernard J. Durkan asked the Minister for Education and Skills if, having regard to the strong representations from local Gaelscoil interest groups in north Kildare, she will re-evaluate the position for the provision of a Gaelcholáiste in the area, having particular regard to the existing strong demand, the growing population and the strong support for the proposal from the various feeder schools; if she sees the merit of the proposal as put forward by the local groups; and if she will make a statement on the matter. My Department is currently examining the extent and location of additional post-primary places that will be needed on a nationwide basis from 2017 onwards. This will include an examination of the north Kildare area. A submission received from a Patron body in relation to all-Irish provision in north Kildare will be taken into consideration as part of this examination.

In the meantime, my Department has clearly indicated that it is open to the idea of the establishment of an independent Gaelcholáiste for the north Kildare area. My Department has already committed to consider this if sufficient and viable demand for education through the medium of Irish in an Aonad in a post-primary school in the area is demonstrated over a four-year cycle.

Schools Building Projects Status

Durkan asked the Minister for Education and Skills if she has received communications from the authorities at Scoil Bhríde, Clane, County Kildare regarding the upgrading of facilities in the original school in line with those in the new extension; if such work will be undertaken in the context of the summer programme; and if she will make a statement on the matter. The delivery of this school building project has been devolved to the National Development Finance Agency (NDFA) and commenced on site in March 2014. The brief was for an extension and partial refurbishment of the existing school.

The school authority have now requested that additional works be carried out over and above what was already approved and their request is currently being considered and they will be informed of the decision as quickly as possible.

I propose to take Questions Nos. 147 and 148 together.

The Action Plan on Bullying, which was published in January 2013, sets out my Department's approach to tackling bullying in schools. These actions focus on support for schools, teacher training, research and awareness raising and aim to ensure that all forms of bullying, including cyberbullying, are addressed.

As part of the implementation of the Action Plan, new National Anti-Bullying Procedures for schools, which include a specific reference to cyberbullying, were published in September 2013 and are currently being implemented by all 4,000 primary and post primary schools in the country. Training materials for parents, teachers and Boards of Management are also being developed and rolled out.

The recommended approach is for schools to aim to prevent bullying in schools and, where it does happen, to take the steps required to address the issue at local level. There is no obligation on school authorities to report incidents of bullying to my Department and my Department does not collate data on individual bullying incidents.

My Department supports Safer Internet Day, an initiative that addresses internet safety issues, including cyber-bullying, for young people. In addition, awareness-raising resources on cyberbullying including "Up2Us" and "My Selfie and Wider World" are provided through the internet safety initiative, Webwise. An Up2Us Social Media Roadshow to help teenagers adopt best practice in terms of social media engagement was run in collaboration with Beat 102-103 over a 5 week period from mid-October 2014.

A study on "The Prevalence and Impact of Bullying Linked to Social Media on the Mental Health and Suicidal Behaviour among Young People", which was commissioned by my Department and the National Office for Suicide Prevention, was published in May 2014. The review notes that as cyberbullying appears to be closely tied to traditional bullying, it is likely that already established anti-bullying interventions will also impact on cyberbullying and that entirely new programmes are not necessary.

Central to promoting safer use of the Internet by young people is a strong commitment to changing behaviour and raising the knowledge, skills and attitudes around preventing and responding to cyberbullying incidents. The continued implementation of the Action Plan on Bullying will increase capacity in these areas and build on my Department's current strategy to ensure that internet safety is mainstreamed throughout schools' teaching, learning and other practices.

As the Deputy will be aware, DEIS - Delivering equality of Opportunity in Schools, is my Departments main policy instrument for tackling educational disadvantage.

The recently published ESRI report on "Learning from the Evaluation of DEIS" which was commissioned by my Department, draws together the learning to date from the implementation of DEIS and identifies some of the challenges for future policy in this area. I see this report as a starting point for a new discussion on the future of DEIS. To this end, I have commenced a consultation process with education partners to inform the development of appropriate future measures to combat educational disadvantage.

Given the broader social context in which educational disadvantage is situated, an inter-Departmental group will consider the roles of relevant Government Departments in delivering DEIS, A Technical Group will consider appropriate eligibility criteria for a revised identification process for schools over the course of the coming school year.
