50. Deputy Róisín Shortall asked the Tánaiste and Minister for Social Protection if she will provide the legislation or the operational guidelines governing the supplementary welfare allowance scheme that permits a community welfare officer to request income details of all family members, even those not residing in the family home, when a wife is applying for financial assistance to cover the funeral expenses of her husband, as occurred in the case of a person (details supplied) in Dublin 9; and if she will review this case in order that this person is not treated in this manner. Under the supplementary welfare allowance (SWA) scheme, the Department may make a single exceptional needs payment (ENP) to help meet essential, once-off and unforeseen expenditure which a person could not reasonably be expected to meet out of their weekly income. Exceptional Needs Payments are provided for in legislation in Section 201 of the Social Welfare Consolidation Act 2005.

An application can be made under the ENP scheme for assistance with funeral and burial expenses. However, there is no automatic entitlement to an ENP payment. The assistance is toward the costs of the necessary basic requirements for a dignified funeral where there is an inability to pay the costs, in part or in full, by the family of the deceased person without causing hardship.

Scheme guidance sets out that during the assessment of a case requesting assistance with funeral assistance, the Designated Person will establish the circumstances of the following:

- The person applying for assistance

- The circumstances of that person’s household

- The circumstances of the deceased

- The ability of other members of the family to meet, or contribute to, the cost involved

In determining an entitlement to an ENP for funeral expenses the Designated Person will take into account the circumstances of the individual applicant and that of the deceased person including any savings, property, insurance policies etc. The Designated Person will also consider if a bereavement grant is available from any other source including former employer, credit union, trade union etc.

On 1st April 2015 the person concerned applied for an ENP towards the cost of funeral expenses. In such cases, a supplementary form (SWA5) must also be completed in addition to the application form in which details of the deceased person’s family are required, in order that a proper appraisal of the family’s ability to cope with the funeral costs can be carried out. The person concerned was requested to provide details in this regard, as required by the operational guidelines outlined above.

When the application was received and examined it was discovered that the funeral bill had already been paid in full and the need for an ENP no longer existed; her application therefore could not be approved. Written notification of this decision was sent to the person concerned on 16th April 2015.

51. Deputy Bernard J. Durkan asked the Tánaiste and Minister for Social Protection the progress to date in determining an application for rent support in the case of a person (details supplied) in County Kildare; and if she will make a statement on the matter. [15926/15]

The client concerned made an application for Rent Supplement on 11th March 2015, following which the Department requested further information to allow the claim to be processed. This documentation has not, to date, been received by the Department. On receipt of same a decision on the client's claim will be made.

I propose to take Questions Nos. 52 and 53 together.

The Government recognises the importance of increasing participation in employment for persons with a disability. To this end, the Department provides a wide range of supports for people with disabilities, which play an important role in supporting increased participation in the labour force by people with disabilities. These supports include the wage subsidy scheme (WSS), the EmployAbility (supported employment) service, the reasonable accommodation fund for the employment of people with disabilities, the disability awareness training scheme and the partial capacity benefit scheme. In 2014 expenditure on this range of supports amounted to some €31.5 million.

The range of employment supports for people with disabilities is promoted through the Department’s website and through employer engagement opportunities. Furthermore, EmployAbility service staff and the Department’s employment support officers regularly disseminate information on the supports available to both people with disabilities and private sector employers.

In relation to the monitoring of the EmployAbility service, the EmployAbility companies report to the Department on a monthly basis detailing their performance and progress against a number of key performance indicators including:

- a minimum target of 50% of jobseekers in employment with support from the programme;

- a minimum target of 50% of jobseekers exiting the programme while in employment; and

- a ration of job coach to client of 1:25.

I would also like to point out that an external review of the EmployAbility service is currently underway which will assess the effectiveness of the service, the reporting structures with the Department and present proposals for the future delivery of the service.
