View answerThe Momentum programme is funded through an innovative performance funding model, whereby funds are only transferred by SOLAS to relevant education and training providers upon achievement of certain milestones. In traditional payment models, the State is responsible for the entire programme costs. In Momentum, the provider shares the risk so that, for example, where participants drop out the payment reduces.
For the current round of Momentum, the average per person fee submitted by providers is €4,328. The payment model transfers a portion of the financial risk to the provider, as a result, SOLAS expects that the average cost per person will be in the region of 70% of the submitted fee or €3,029.
