Irish driver licensing law operates within a framework of EU law. This stipulates that driving licences may be issued only to people ordinarily resident in the jurisdiction. People who are ordinarily resident in Ireland but are abroad for a fixed period for work or study may however continue to renew their Irish driver licences. Under changes to the driver licence Regulations introduced last year, those abroad for work or study do not need to appear in person at a centre of the National Driver Licensing Service (NDLS) when making an application but can submit their application by post.
