I wish to advise the Deputy that approximately 50 schools are currently being invited to participate in a pilot project for the new model for allocating resource teachers to schools. Following an invitation to participate in this pilot, schools have been asked indicate their willingness to participate on a voluntary basis by 12th June, 2015. Therefore, until it is known which schools wish to participate in the pilot project, it will not be known what additional resource teaching posts will be required to be allocated to those schools under the pilot model, and the subsequent cost of any such additional allocation. Details of the resource teaching allocations which have been made to date to schools by the National Council for Special Education (NCSE) for the 2015/16 school year are available on the NCSE website www.ncse.ie. This notes that 6,454 posts have allocated to date by the NCSE, representing approximately 3660 posts at primary school level and 2794 posts for post primary schools. Details of the individual allocations made by school and by county are also available on this website.

Student Grant Scheme Appeals

979. Deputy Brian Walsh asked the Minister for Education and Skills when a decision will be made on an appeal for a student grant by a person (details supplied) in County Galway; and if she will make a statement on the matter. [22015/15]

If an individual applicant considers that she/he has been unjustly refused a student grant, or that the rate of grant awarded is not the correct one, she/he may appeal, in the first instance, to SUSI. Where an individual applicant has had an appeal turned down in writing by SUSI and remains of the view that the scheme has not been interpreted correctly in his/her case, an appeal form outlining the position may be submitted by the applicant to the independent Student Grants Appeals Board. To date the administrative support team to the independent Student Grant Appeals Board has not received an appeal from the student referred to by the Deputy. Valid appeals to the independent Student Grants Appeals Board will be reviewed within 60 days with a decision issuing directly to the appellant.

Caranua, the Residential Institutions Statutory Fund Board, is an independent statutory body established pursuant to the Residential Institutions Statutory Fund Act 2012 to oversee the use of the cash contributions of up to €110 million, pledged by the religious congregations, to support the needs of survivors of institutional child abuse. The processing of individual applications is a matter for Caranua itself and my officials have requested Caranua to examine this matter and to reply to the Deputy as soon as possible.

I propose to take Questions Nos. 981 to 983, inclusive, together.

My Department, through the teacher support services and education centres, engages teachers on a full time basis annually for the provision of continuing professional development (CPD) through secondment from their schools. These secondments are subject to annual review. The arrangements provide flexibility and ensure that the in-service needs of teachers and other support priorities of the school system can be met within the resources available. The support services have engaged in succession planning as a key strategy in ensuring continued support for teachers and school leaders in implementing national education policy priorities and CPD and which allows for continuity, quality planning and management. A limited alleviation of the application of the five year secondment limit has been agreed. It is Department policy to apply the alleviation to meet the business needs of each of the support services, for example, where seconded teachers take on leadership roles or have a specialism or expertise where retention is necessary for continuity, quality planning and management. Representations received on the operation of the policy have been considered. The implementation of this policy is a matter for the services concerned and the relevant section of my Department. I am satisfied that appropriate support to facilitate secondees returning to school has been offered to those concerned. The detail of the number of derogated posts for each support service is contained in the table.

Data gathered for the report referred to by the Deputy is being validated by the HEA in consultation with my Department and other stakeholders. I expect the report to be finalised in the coming weeks. As I have previously stated, some institutions provide a range of accommodation, and all colleges have an obligation to work with students' unions and other groups, to provide students with details on accommodation options. Initiatives such as USI's 'Homes for Study' are of help to students and list suitable accommodation available to rent across Ireland. I will continue to work with stakeholders to explore ways to increase the availability of student accommodation. In the longer term, the Government is committed to addressing the housing shortage through the Construction 2020 strategy. This will not resolve all of our problems immediately, but I am confident that the implementation of Construction 2020 will provide us with a sustainable housing stock in the medium to longer term. With regard to the cost of on campus student accommodation for the next academic year, I have asked the HEA to gather that information and I will forward it to the Deputy as soon as it becomes available.

The school referred to by the Deputy has been allocated funding under my Department's Additional Accommodation Scheme to provide one new mainstream classroom and two resource rooms. The school management authority has recently submitted a request of additional funding to carry out extra works. My Department's Planning and Building Unit has sought further information from the school authority and this information is currently awaited. As soon as the information is received and assessed the school authority will be notified of the outcome.

The Munster consortium consisting of Cork IT and IT Tralee submitted a plan towards merger to the HEA in 2014. This was assessed by an international expert panel appointed by the HEA and found to be on a clear trajectory to meet the very robust performance and quality criteria that have been set down for merging institutes who wish to apply for the new technological university status. This concluded stage 3 of the 4-stage process towards designation as a technological universities for the two consortiums. Having considered the reports of the expert panel, both governing bodies reaffirmed their decision to merge and seek Technological University designation and continue to work towards that goal.

Special Educational Needs Service Provision

The National Council for Special Education (NCSE) is responsible, through its network of local Special Educational Needs Organisers (SENOs) for allocating resource teachers and Special Needs Assistants (SNAs) to schools to support children with special educational needs. The NCSE operates within my Department's criteria in allocating such support. The criteria by which SNA support is allocated to pupils is set out in my Department's Circular 0030/2014. It is important to note that each school's allocation of SNA support can change from year to year and may be increased or decreased as students who qualify for SNA support enrol or leave a school. New students with care needs may, or may not, enrol to replace students who have left, for example, or SNA allocations may be decreased where a child's care needs have diminished over time. The deployment of SNAs within schools is then a matter for the individual Principal/Board of Management. SNAs should be deployed by the school in a manner which best meets the care support requirements of the children enrolled in the school for whom SNA support has been allocated. It is a matter for schools to allocate support as required, and on the basis of individual need, which allows schools flexibility in how the SNA support is utilised. The NCSE invited schools to make applications for SNA support for children who have assessed care needs for the coming 2015/16 school year by 18th March 2014, for their consideration. The NCSE are currently considering all of the applications for support which have been received, including those which have been received after the 18th March, and will advise schools of the outcome of their applications ahead of the new school year. Schools who wish to appeal the level of SNA allocation made to them may do so via the appeals process which is set out at www.ncse.ie. Parents may also contact their local SENO directly to discuss their child's special educational needs, using the contact details available on www.ncse.ie.

I take it that the Deputy is referring to cases where a school which is under the patronage of an Education and Training Board amalgamates with a local voluntary secondary school which is under the patronage of a religious order in order to form a new community school. In such cases, under the terms of the agreed Deed of Trust for a Community School, the patron duties are undertaken jointly by the partners to the amalgamation, namely the relevant Education and Training Board and the the religious order. The Education and Training Boards are actively involved in Community Schools.

The "Joint Statement on Principles and Implementation" provides that, in the case of a small number of subjects (Art, Music, Home Economics and the Technology subjects), the second Classroom Based Assessment (CBA) will involve the creation of an artifact or a performance. The formative assessment related to the production of these artefacts and performance will be reported upon by the school to the student and parents/guardians as for all other second CBAs. However, as the finished artefacts and performance are currently marked by the State Examinations Commission (SEC), the artefact or performance will continue to be marked by the SEC. It should be noted that for all other subjects the second CBA will have a formal written Assessment Task (AT) that is submitted to the SEC to be marked along with the terminal examination in the subject for State Certification purposes. The AT will be based on the topic or task undertaken in the second CBA. This means that, following the CBA facilitated by the teacher, the students will complete a written AT in class time which will not be marked by their class teacher, but will be sent for external marking as part of the State Certified examination for that subject.

The Deputy will be aware that the leadership of the two post primary teacher unions, the ASTI and TUI, reached an agreement with me on Junior Cycle reform. Our agreement was set out in our joint document "Junior Cycle Reform: Joint Statement on Principles and Implementation" published on the 22nd of May 2015. In section 2 the document outlines a dual approach, with the introduction of two structured classroom-based assessment components facilitated by teachers. For these Classroom-Based Assessments (CBAs) teachers will be able to select from a range of tasks appropriate to their subject set by the NCCA in consultation with the SEC. After the second of these, students will complete a written Assessment Task (AT) on what they have learned and the skills and competencies that they have developed in that assessment. This Assessment Task, along with the terminal examination at the end of third year, will be marked by the State Examinations Commission. This dual approach will recognise and value the different types of learning that take place in schools, and will allow for a more rounded assessment of the education of each young person.

Our agreement was set out in our joint document "Junior Cycle Reform: Joint Statement on Principles and Implementation" published on the 22nd of May 2015. Under this agreement section 4.9 and 4.10 sets out the answer to the Deputy's question. "It is recognised that teachers of English are the first cohort of teachers to engage directly with the Junior Cycle reform and that they will make a very particular contribution to the successful introduction of the new curriculum and assessment arrangements. The feedback from these teachers of English to date makes clear that they have particular CPD needs and that significant adjustments are required to the first Classroom-Based Assessments for English to be completed in Spring 2016. In regard to the group of students currently in first year (in the 2014/15 school year), teachers and schools will have the option of having their students complete the first classroom-based component either in spring of 2016 (in second year) or early in autumn 2016 (in the beginning of third year). In view of the urgency of supporting these teachers in implementing the second year English course in the 2015/16 school year, immediate priority will be given to providing intensive CPD for this subject as well as whole-school CPD for Junior Cycle. The CPD programme for English will be informed by appropriate input from these teachers. The NCCA will specify a wider range of assessment options that will enable English teachers to ensure that the first Classroom-Based Assessment is manageable and appropriate to the learning needs of students".

The student contribution, which currently stands at €2,750, applies to all students who benefit under my Department's Free Fees Initiative (details of which are published on www.studentfinance.ie). Under the scheme, free fees funding is not available for students undertaking a repeat period of study. Third level institutions are autonomous institutions and my Department does not have any function in their day to day operational affairs, for which the Governing Bodies and the management staff of the institutions are responsible. The collection and administration of the contribution is a matter for the third level institution to which a student is attending, however, I have requested my officials to liaise with the Higher Education Authority to establish the full details in relation to this case.

My Department, through the teacher support services and education centres, engages teachers on a full time basis annually for the provision of continuing professional development (CPD) through secondment from their schools. These secondments are subject to annual review. The arrangements provide flexibility and ensure that the in-service needs of teachers and other support priorities of the school system can be met within the resources available. The support services have engaged in succession planning as a key strategy in ensuring continued support for teachers and school leaders in implementing national education policy priorities and CPD and which allows for continuity, quality planning and management. A limited alleviation of the application of the five year secondment limit has been agreed. It is Department policy to apply the alleviation to meet the business needs of each of the support services, for example, where seconded teachers take on leadership roles or have a specialism or expertise where retention is necessary for continuity, quality planning and management. The implementation of this policy is a matter for the services concerned and the relevant section of my Department. The detail of the overall number of secondments together with derogated posts for each support service is contained in the tables.
