95. Deputy Catherine Murphy asked the Minister for Public Expenditure and Reform if he will respond to the case of a person (details supplied) who applied in 2001 for an interdepartmental transfer under a previous set of central transfer scheme guidelines but who was required to conform to new standards put in place days after she had made the initial transfer application and, as a consequence, has not been able to avail of the transfer options available to her in the intervening period; and if he will make a statement on the matter. The Central Transfer Scheme (CTS) for Clerical Officers was negotiated with the Staff Side Unions in 1978.  It provides for cross-Departmental transfer arrangements and is a mechanism for filling clerical vacancies in provincial locations.

Each department with provincial offices maintains a list, in order of the application date, of clerical staff who are seeking a transfer.  The scheme is central in the sense that a department must accept applications from officers of other departments.  When an officer's place is reached on a list, the officer is normally considered for transfer unless his or her sick leave has been excessive. 

It is important to note that each Department maintains its own list. Based on the information supplied and the fact that there is no one centralised list  the information requested could only be provided by the officer's Department. I would advise the Deputy to contact the Officer's Department directly.
