Core funding for domestic violence services is provided by Tusla under the aegis of the Department of Children and Youth Affairs.

The funding in the tables above refer in the main to annual funding for services to victims and in particular court accompaniment. These services are ongoing, but organisations apply for funding each year. Also included is funding for awareness raising, which tends to be project based. Again organisations apply on an annual basis. Both schemes are advertised in the national press.

The amount sought by You are Not Alone in 2012 is not available. Offaly Domestic Violence Support Service received slightly more than they applied for in 2013, because a very small additional amount was available for allocation later in the year.

In relation to funding for the domestic violence perpetrator intervention programmes this is negotiated annually with the programme providers before they submit their final proposals for funding. This means that the proposed funding and allocated funding are usually aligned, subject to any funding revisions under the Estimates process. In a number of years allocations were made in a calendar year, but applied to an academic year, so draw downs in the calendar year were greater in two instances than allocations.

I propose to take Questions Nos. 453 and 478 together.

A second national strategy to address domestic and sexual violence is currently being prepared by my Department. The strategy will contain an action plan towards ratification of the Council of Europe Convention on preventing and combating violence against women and domestic violence (the Istanbul Convention), elements of the implementation of the transposition of the EU Victims Directive into Irish law and practice, which relate to domestic and sexual violence and worthwhile actions from the first national strategy. Following completion of consultation with relevant stakeholders I will seek Government approval for the publication of the strategy which I expect to seek in the near future.

Included as part of the strategy will be the enactment of the Criminal Law (Sexual Offences) Bill. I envisage the Bill will be published this Dáil session. The Bill will provide for new offences of purchasing, in the context of prostitution, sexual services. It also includes wide ranging provisions to enhance the protection of children and vulnerable persons from sexual abuse and exploitation. When enacted, the Bill will facilitate full compliance with the criminal law provisions of a number of EU, UN and Council of Europe legal instruments as well as implementing the recommendations of a number of Oireachtas Committees.

Child and Family Agency Services

I am aware of the decision by Tusla, the Child and Family Agency, to cease funding the Rape Crisis Network Ireland, which took effect from the end of March this year. My officials have had contact with the Department of Children and Youth Affairs on this issue and I have met with the Rape Crisis Network Ireland. I am familiar with the issues involved, which are primarily a matter for Tusla and the Minister for Children and Youth Affairs.

Garda Reserve

The annual allowance payable to Reserve members as a contribution towards their expenses is set at €1,000 per annum. The Finance (No. 2) Act 2013 provided that the allowance paid to members of Garda Reserve be exempt from taxation. Garda Reserve members are also reimbursed for expenses incurred while attending court in respect of their service as a Reserve member. There are no plans to change these payments in the near future.

Garda Strength

As the Deputy will appreciate, the Garda Commissioner is responsible for the distribution of personnel among the Garda Regions, Divisions, and Districts. Garda management keep this distribution under continuing review in the context of crime trends and policing priorities so as to ensure that the best possible use is made of these resources.

I have been informed by the Garda Commissioner that Clondalkin, Lucan and Ronanstown form part of the Dublin Metropolitan Region (DMR) West Division, which as of 30 April 2015, the latest date for which figures are available has a total strength of 683. There are also 60 Garda Reserves and 45 Civilians attached to the Division. The number of Gardaí assigned to Clondalkin, Lucan and Ronanstown Garda stations on 31 May, 2010, 2011, 2012, 2013, 2014 and on 30 April 2015 was as set out in the table:

Charities Regulation

457. Deputy Brendan Griffin asked the Minister for Justice and Equality if concerns regarding the charity regulator (details below) will be addressed; and if she will make a statement on the matter. [23396/15]

The aim of the independent Charities Regulatory Authority, established on 16 October 2014 under the provisions of the Charities Act 2009, is to provide for better regulation of charitable organisations through a framework of registration, regulation and support. Since its establishment, the Authority has:

- published a Register of Charities, containing information on some 8,500 CHY charities with tax exemption status;

- made contact with all charities on the register requesting them to supply additional information and legal documentation required to support their registered status;

- developed an online system for organisations to apply for inclusion in the Register of Charities;

- provided – through its website and active programme of stakeholder engagement - extensive information to the charities sector on their obligations and duties under the new regulatory regime.

As I indicated on the establishment of the Authority, it has a wide range of functions under the Act, which are being introduced on a phased basis, beginning with the compilation of the statutory Register of Charities. I am informed that the initial priority of the Authority has been on the development of the Register with a view to underpinning and supporting the investigatory and enforcement functions.

I am pleased to inform the Deputy that sanction was granted recently for additional staff members who are currently being put in place. This will bring the total staffing complement up to 20 and support the Authority in carrying out its statutory functions. Work is progressing on plans to seek sanction for further recruitment of additional specialist resources for the Authority which will allow for commencement of the remaining parts of the Act, including Part 4 which relates to the Authority's investigatory and enforcement functions.

In the meantime, I am advised that the Authority has put in place an interim process for the handling of complaints it receives about suspected abuse of charitable status or fraud in charities. Under this process, all complaints received in writing will be subject to an initial review and assessment by the Authority to determine whether any further action is appropriate. I am advised that the specific case raised by the Deputy will be addressed by the Authority via this interim process.

The photography costs incurred by my Department from the date of my appointment on the 8th May 2014 to 31st May 2015 are €691.26.

I can inform the Deputy that photographic services are only used by my Department to mark and provide a record of significant occasions. Consideration is given at all times to the costs involved and best value for money is always a priority when sourcing such services.

It is my Department's policy to use in house resources as much as possible and to restrict the use of external groups to the greatest extent possible.
