802. Deputy Mattie McGrath asked the Minister for the Environment, Community and Local Government further to Parliamentary Question No. 1025 of 9 June 2015, in which he stated that there is no provision in law for making changes to the register of electors at a polling station, the reason a local authority could have issued a vote by way of a letter to a person whose name was not on the register, to enable that person to vote on the day of an election / referendum, where that person's name was not on the register of electors; if this action was legal; and if he will make a statement on the matter. I refer to the reply to Question No. 1025 of 9 June 2015. The preparation of the Register of Electors is a matter for each local authority as a registration authority. Only those who are on the register of electors are entitled to vote. There is no provision in law for making changes to the register of electors at a polling station.

Deputy Ruth Coppinger asked the Minister for the Environment, Community and Local Government following the extension of the scheme to support national organisations funding for another year, his plans to put in place sustainable funding beyond June 2016 for the organisations in question. The funding Scheme to Support National Organisations (SSNO) in the community and voluntary sector aims to provide multi-annual funding to national organisations towards core costs associated with the provision of services. Applications for a new round of funding, which commenced on 1 July 2014, were subject to an appraisal process. 55 applications were approved for funding for the two-year period from 1 July 2014 to 30 June 2016. A number of previously funded organisations were not approved for funding on this occasion. On 18 July 2014, it was announced that bridging funding of €1.4 million would be allocated for a twelve month period to a number of previously funded health, disability and other organisations that were not approved for funding under the new scheme, pending the carrying out of a review of the public funding of national organisations in the health and disability sector.

On 25 May 2015 I announced that funding will be provided from 1 July this year to 30 June 2016 to a number of health, disability and other organisations, following a review in relation to the impact of the cessation of their current funding on 30 June 2015. This further support will be based on current levels of funding to the organisations in question and is being provided through a Developmental Scheme to Support National Organisations (DSSNO). The funding, totalling €1.32 million, to be provided to each organisation is set out in the following table below.

It is envisaged that the new Scheme to Support National Organisations will be advertised in early 2016 and groups funded under the 2014-2016 Scheme to Support National Organisations and the recently announced Developmental Scheme to Support National Organisations will be required to apply for funding under the single SSNO Scheme and meet the criteria required for funding.

804. Deputy Gabrielle McFadden asked the Minister for the Environment, Community and Local Government his plans to announce public realm funding for local authorities in 2015; if respective funding allocations will be the same as 2014; and if he will make a statement on the matter. [23862/15]

In March 2014, €2.975 million was made available to local authorities for a dedicated Public Area Enhancement Scheme in recognition of the challenges experienced last year in managing public spaces due to the exceptionally inclement weather conditions experienced early in the year. In light of this, additional, once-off funding was provided to support local authorities’ efforts to prepare and maintain their public areas. There are no plans currently to provide a similar grant scheme in 2015.

Contract negotiations are ongoing between my Department and the organisations involved including the submission of a work plan setting out the organisation’s intended use of funding under this Developmental Scheme.

It is envisaged that the new Scheme to Support National Organisations will be advertised in early 2016 and all groups will be required to apply for funding under the Scheme and meet the criteria required for funding.

RAPID Programme

The RAPID programme aims to ensure that priority attention is given to tackling the spatial concentration of poverty and social exclusion in areas covered by the programme. Over the past number of years, my Department has continued to meet its existing contractual commitments on RAPID projects throughout the country. There is now just one remaining measure under the RAPID programme, which accounts for unpaid commitments, namely the sports capital top-ups. In 2015, I allocated funding of €500,000 for sports capital projects under the programme and these are being jointly funded with the Department of Transport, Tourism and Sport. Drawdown to date has been €52,000 with further drawdowns anticipated over the remainder of the year.

The RAPID programme has made substantial progress in identifying the needs of disadvantaged communities and in bringing forward important local projects in response to those needs.

The following table shows the funding allocated to RAPID since 2010 by my Department.

While not Exchequer funding, my Department has also provided funding to RAPID areas from Dormant Accounts. Disbursements on dormant accounts measures are paid in the first instance “up front” from the Department’s Vote in the same way as with any other spending programme. Therefore, Government Departments have to source funding for dormant accounts programmes from their Exchequer allocation. The difference with dormant accounts expenditure compared with other funding programmes is that once expenditure takes place, either on administration of the measure, or by the project itself, it is reimbursed to the Exchequer from the Dormant Accounts Fund in accordance with the Dormant Accounts Acts, in the form of Appropriations-in-Aid payable through the relevant Department’s Vote.  In this way, the costs associated with dormant accounts measures are Exchequer neutral, though it should be noted that Government Departments cannot spend Appropriations-in-Aid directly themselves once they are reimbursed from the Fund.  There are instead refunded to the central Exchequer.

Commission for the Economic Development of Rural Areas

Deputy Tom Fleming asked the Minister for the Environment, Community and Local Government the position regarding the implementation of the report by the Commission for the Economic Development of Rural Areas; the programme of work to expend the €1 million allocation available for the commission's programme; and if he will make a statement on the matter. The Commission for the Economic Development of Rural Areas or CEDRA published its report in 2014. The Report contained 34 recommendations focussed on supporting the medium term economic development of rural areas in the period to 2025. On my appointment as Minister for Rural Affairs in July 2014, and in line with the recommendations in the CEDRA report, I immediately established the CEDRA Interdepartmental Group (IDG). The IDG, which is made up of representatives from all relevant Government Departments, is currently working in a coordinated way to ensure that each Department’s policy development and implementation fully consider the needs of rural communities. In this context, it is about maximising the financial resources already available for rural development and ensuring that these resources are directed in a way that best supports the sustainable economic development of rural areas.

The CEDRA IDG has met four times to date and a further meeting of the group is planned for July 2015. In between these meetings officials who sit on the group continue to work to examine ways in which their respective areas can improve consideration for rural development in their policy design and implementation processes. Significant progress has already been made in terms of implementing the recommendations of the CEDRA Report and this will continue through the work of the IDG over the coming period.

Funding of €1 million has been provided in the 2015 Vote of the Department of Agriculture, Food and the Marine for pilot innovative projects which progress the CEDRA remit. A strong framework work programme for this fund has been developed and will be progressed for the remainder of this year. It is envisaged that the proposed work programme will include pilot schemes on female entrepreneurs, social farming, village regeneration based on food markets and agri-tourism.

Specifically a tender issued last week for the development and implementation of a pilot programme to develop the entrepreneurial skills of nascent female entrepreneurs living in rural areas. Further proposals are being developed, which will enhance existing social farming operations and small towns-villages regeneration. In addition, plans are being formulated for a further pilot competitive call around agri-tourism projects with a particular emphasis on food and beverages, which could be partially funded from this CEDRA allocation. Details on the latter proposal will be finalised shortly.

In order to maintain strong links with people in rural Ireland who are involved in or have a strong interest in the economic development of rural areas and communities, both Minister Kelly and I have also established an Expert Advisory Group to monitor progress and provide advice in respect of the implementation of the recommendations in the CEDRA report. This group is chaired by Mr. Pat Spillane. The group has met twice so far and another meeting is scheduled for 30 June.

Leader Programmes Funding

The selection process for Leader Local Development Strategies (LDS) is not yet complete and at this point in time I cannot comment on the final outcome of that process. In this context, as yet, no contract has been awarded to any entity to deliver the Leader elements of the Rural Development Programme 2014-2020. My Department is working to ensure that the selection process is completed as soon as possible and I am optimistic that the first contracts will be awarded and strategies operational in the Autumn of this year. It is at this point that the funding will be available to rural communities in Ireland under the Programme.

With regard to the current Leader Partnership Companies, only those that are successful in both stage 1 and stage 2 of the above mentioned process will be provided with appropriate funding to deliver the Leader Programme in their Local Development Strategy areas. This is in line with the LDS selection process and compliant with what is required by the EU regulatory framework. It should be noted that I have recently extended the contracts of the Local Development Companies currently completing the delivery of the Leader elements of the 2007-2013 programme until the end of September 2015 to ensure continuity of service.

I am confident that the €250 million funding available through the Leader elements of the RDP, coupled with the Government’s drive to increase coordination at a local level and the commitment to the delivery of the recommendations in the Report of the Commission on the Economic Development of Rural Areas (CEDRA), will ensure not only that the services provided through the LEADER programme are continued but also that the impact of the available funding will be maximised to support the sustainable development of our rural communities.

Media Mergers

Retrospective actions were not provided for in the relevant legislation. The regime is designed in the 2014 legislation to give the Minister for Communications, Energy and Natural Resources the responsibility for assessing proposed media mergers, and to empower the Minister to block any merger that is deemed likely to be contrary to the public interest in maintaining the plurality of media in the State. No provision was made in that legislation to allow a Minister open a case against a media business of their own volition in the absence of a proposed merger. This would be a substantially different matter to dealing with mergers, and would in effect mean empowering a Government Minister to determine the fate of media businesses, to order the breakup of any media organisation at any given time, albeit within the confines of the law.

I believe such legislation would raise a number of difficult questions about preserving the freedom and independence of the media, in addition to the legal and constitutional complexities associated with retrospective action of this kind.

Ireland enjoys an exemplary record with regard to the freedom of the media. Protecting this freedom and ensuring the public interest in maintaining the plurality of media in the State is achieved are our most important aims in this area. I believe the reforms introduced by the Competition and Consumer Protection Act 2014 strike an appropriate balance.

Apart from a brief exchange with another senior executive from the media companies in question at a public event, I have not had any engagements or meetings, in public or private, official or unofficial, with any executives within the media companies concerned.
