Regional Road Network

I propose to take Questions Nos. 909 and 910 together.

The improvement and maintenance of regional and local roads (RLR) is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from local authorities' own resources supplemented by State road grants.  The initial selection and prioritisation of works to be funded is also a matter for the local authority.

The RLR grant allocations were announced in February of this year and a copy of the 2015 allocation booklet is available from the Dáil library. The allocations provided to local authorities for RLR is done so on a county basis and by grant type and not by Municipal District.  I suggest the Deputy make contact with Monaghan and Cavan County Councils directly in relation to the road programmes for their area.

The economic reality of recent years has meant significant reductions in roads budgets across the board. My Department has allocated a total of €294 million for regional and local roads in 2015, €7.1 million of which has been allocated to Monaghan County Council and €8.2 million of which has been allocated to Cavan County Council.

The 2015 grants for RLR are now allocated and I am not aware of any additional funding becoming available.

Sports Funding

Current expenditure, which includes programme expenditure, grants to the FAI from my Department's Vote are allocated by the Irish Sports Council. The Council, which is funded by my Department, is the statutory body with responsibility for the promotion, development and co-ordination of sport, including the allocation of funding for the National Governing Bodies of Sport and associated governance procedures.

Insofar as it relates to current expenditure grants by the Irish Sports Council, I have referred the Deputy's question to the Council for direct reply. I would ask the Deputy to inform my office if a reply on that element of his question is not received within 10 days.  

Under the Sports Capital Programme the FAI received allocations from the Department for equipment in 2008, 2010, 2012 and 2014 of €400,000, €500,000, €220,000 and €360,000 respectively, totalling €1,480,000. The terms and conditions of the SCP include requirements including the submission of three quotations, paid invoices, proof of payment of invoices in the form of bank statements, and tax clearance certificates for the grantees and the suppliers.

Architectural Heritage

My role, as Minister for Arts Heritage and the Gaeltacht, with regard to the protection and management of our architectural heritage, is set out in the provisions of relevant legislation, as are the role of local authorities and the responsibilities of owners as regards heritage assets.

Part IV of the Planning and Development Act 2000, as amended, provides for the protection of architectural heritage. The Act gives primary responsibility to planning authorities to identify and protect the architectural heritage by including relevant structures on the Record of Protected Structures (RPS). Inclusion on the RPS places a duty of care on the owners and occupiers of protected structures and also gives planning authorities powers to deal with development proposals affecting them and to seek to safeguard their future.

Section 53(1) of the Planning and Development Acts 2000, as amended, enables me, as Minister, to make recommendations to a planning authority concerning the inclusion of specific structures in its RPS. These recommendations are based on the National Inventory of Architectural Heritage (NIAH) surveys conducted by my Department. The aim of the NIAH survey is generally to include structures which are of international, national and regional importance.

As already outlined, inclusion in an RPS is a devolved process and a reserved function of the local authority.

However, my Department has published a series of documents to guide local authorities in that function, such as the Architectural Heritage Protection Guidelines for Planning Authorities (2004), which were reissued in 2011. My Department has also published a series of advice documents, which are available on its website at www.ahg.gov.ie.

Finally, my Department often receives information relating to existing or potential risks to protected structures from local authorities, the Heritage Council, heritage-based NGOs and members of the public. Where applicable, my Department will make the necessary enquiries in relation to same.

Wildlife Conservation

Extensive and traditional farming is a key element in supporting the long-term conservation of the Hen Harrier, both in the SPAs designated for that species and also in other important areas which are not designated.

It is essential, in my view, that, wherever possible, use is made of opportunities for co-funding from the EU in providing payments to farmers who own lands subject to designations or where conservation measures would be useful. Therefore, while my Department has the lead role in the implementation of the EU Birds and Habitats Directive, and operated a programme for farmers in these areas in the past, significant funding is now provided through the Rural Development Programme (run by the Department of Agriculture, Food and the Marine). The new national agri-environment scheme, GLAS, will provide significant supports for Hen Harrier within the SPAs and in important breeding areas outside the SPAs. In addition, I understand that GLAS+ will be available to farmers who have large farm holdings within these priority areas for Hen Harrier.

I am aware that the Department of Agriculture, Food and the Marine intends to bring forward plans for a separate locally led measure under the Rural Development Programme in the near future and that the Hen Harrier has been identified as requiring further focus under this measure. I am supportive of this initiative, and staff of my Department will be available to assist the Department of Agriculture, Food and the Marine in this regard, as required.

Since my appointment in July 2014 total photography costs for my Department in 2014 were €1,168 and €2,571.44 spent to date in 2015. No costs were incurred from use of the Ministerial allowance. The following table sets out the information requested by the Deputy.

The hiring of photographers for Ministerial or Departmental events is dependent on a number of factors, including the nature of the engagement, the expected level of media interest and the national/regional scope of the subject. At all times, value for money is a critical consideration in the context of the booking of photographers.

The engagement of external groups for the provision of specialised services, including public relations firms, is dependent on a number of factors, including the expertise and resources available within my Department. In that context, value for money is at all times a critical consideration.

Since my Department was established on 2 June 2011, a total of €4,120 has been expended on external IT consultancy. This total is comprised of expenditure for the assessment of a Wide-Area-Networks procurement in 2012 and the assessment of Firewall systems in 2014. In both instances, it was considered advisable to seek external expertise to accord with best practice for this type of technical procurement.

My Department does not retain an external IT consultant on an ongoing contractual basis but instead procures the required services as and when required.

I propose to take Questions Nos. 924 and 925 together.

Arrangements are in place in my Department for the preparation of draft responses to Parliamentary Questions for submission to me in a timely manner. Those arrangements, which take full account of the requirements of Dáil Éireann for replying to Parliamentary Questions, include final scrutiny of draft replies by senior officials at Management Board level prior to their submission to me for final approval. I am satisfied that these arrangements are appropriate in terms of meeting the relevant requirements for replying to Parliamentary Questions.
