Deputy Terence Flanagan asked the Minister for the Environment, Community and Local Government the reason householders are responsible for problems with their water drains from their property boundary walls to the main drain; his views that it is fair that drainage issues that occur under the public footpaths and roads should be the householders' responsibility; and if he will make a statement on the matter.
