Road Safety

Question:

232. Deputy Seán Crowe asked the Minister for Transport, Tourism and Sport if he is aware that the bridge and the road on which it is in Kildangan, County Kildare is frequently used by big and small vehicles but has no path, even though local children are forced to cross over it to go to school; and if he will release emergency funding to Kildare County Council to find a solution before a major accident occurs. The improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from local authorities' own resources supplemented by State road grants.  The initial selection and prioritisation of works to be funded is also a matter for the local authority.

I understand the bridge in question is a railway bridge in Kildangan, leading on to the R417 regional road.  Earlier this year, I announced the 2015 regional and local road allocations, of which Kildare County Council was allocated €200,000 under the Bridge Rehabilitiation Scheme.  The bridge at Kildangan was not among the priority list provided by the Council to my Department for funding in 2015. As this is a railway bridge, it is a matter for the local authority to liaise with Irish Rail regarding any necessary works that may be required at this location.

As Minister for Transport, I have responsibility for overall policy and funding in relation to the national roads programme. The construction, improvement and maintenance of individual national roads are matters for the National Roads Authority (NRA) under the Roads Acts 1993 to 2007 in conjunction with the local authorities concerned.

 In addition, the statutory power to levy tolls on national roads, to make toll bye-laws and to enter into toll agreements with private investors in respect of national roads is vested in the NRA under Part V of the Roads Act 1993 (as amended by the Planning and Development Act 2000 and the Roads Act 2007).

  Noting this I have referred the Deputy's question to the NRA for direct reply. Please advise my private office if you do not receive a reply within 10 working days.

Public Transport Initiatives

235. Deputy Róisín Shortall asked the Minister for Transport, Tourism and Sport if he is aware that in October 2012 the National Transport Authority published a report, Bus Rapid Transit Core Dublin Network, in which it was concluded, in relation to the Swords to Dublin city centre route, that while bus rapid transit might provide an interim partial transport solution in the shorter term, a higher capacity rail solution, such as a metro system, would ultimately be required on this corridor; if he has received the business case for this bus rapid transit from the National Transport Authority; and, if so, if he will publish the business case or otherwise outline the economic justification for this bus rapid transit, if it has already been determined that a rail option is required for this transport corridor. The National Transport Authority (NTA) has statutory responsibility for developing public transport infrastructure in the Greater Dublin Area (GDA) including Bus Rapid Transit (BRT) projects.

The NTA’s report “Bus Rapid Transit – Core Dublin Network” published in October 2012 identified that while BRT does not have sufficient capacity to serve the Swords/City Centre corridor over the longer term, it could provide an interim solution in the shorter term pending the development of a higher capacity rail solution, such as metro, on this corridor. Two other cross city routes - Blanchardstown to UCD and Tallaght to Clongriffin, were also identified as having potential for development as BRT routes.

Subsequent to this report the NTA was asked to oversee a technical consultancy to assess the long term transport requirements of the North Dublin/Fingal corridor.

The NTA has this week submitted their recommendations arising from the outcome of the  North Dublin Transport Study as well as a detailed business case for the Swords BRT project.

I am currently reviewing this documentation and will shortly report to Government with my recommendations.No decision has  been made with regard to any proposed BRT projects and no funding has been allocated or is currently available for their construction in the existing capital plan to 2016.

As Minister for Transport, Tourism & Sport, I have responsibility for overall policy and funding in relation to the national roads programme.  The planning, design and implementation of individual road projects is a matter for the National Roads Authority (NRA) under the Roads Acts 1993 to 2007 in conjunction with the local authorities concerned.

Within its capital budget, the assessment and prioritisation of individual projects is a matter in the first instance for the NRA in accordance with Section 19 of the Roads Act.

While my Department provides the capital funding for investment in tourism projects such as the Wild Atlantic Way, it is not directly involved in developing or managing these.  The development of the Wild Atlantic Way is a matter for the Board and Managaement of Fáilte Ireland. Deputy Micheál Martin asked the Minister for Arts, Heritage and the Gaeltacht if she will provide, in tabular form, the number of requests for meetings she has received from private, external, non-State-funded lobby groups; the number of meetings she has held with these groups; and if she will make a statement on the matter. A review of correspondence received by my Private Office indicates that, since my appointment as Minister last year, I have received 150 requests for meetings with a variety of individuals and groups, on foot of which I attended such 43 meetings. This figure includes meetings with representatives of those bodies under the aegis of my Department and with representatives of other organisations.

The Deputy will be aware that the Regulation of Lobbying Act 2015 has recently been enacted by the Oireachtas and will commence on 1 September 2015. The Act provides that the Standards in Public Office Commission (the Standards Commission) will establish and maintain an online register of lobbying and oversee compliance with the legislative provisions. The purpose of the register will be to make information available to the public on the identity of those communicating with designated public officials. Persons lobbying will have to register with the Standards Commission and will be required to submit returns on their lobbying activities.

To the greatest extent possible, my Department encourages and facilitates visitor access to and appropriate use of our National Parks and Nature Reserves. Such access and use must, however, be consistent with the ethos of these internationally significant natural heritage properties as places of peace and tranquillity set in scenic landscapes, as well as being compatible with the conservation and biodiversity considerations that underpin their management.

Wicklow Mountains National Park, which comprises over 20,000 hectares of our natural heritage, is managed in accordance with international criteria set down by the World Conservation Union. The Park is included in the United Nations List of National Parks and Equivalent Reserves and carries a number of important conservation designations.

I understand that a person recently approached a staff member at the Park in connection with the proposal raised by the Deputy and was advised to formally submit a proposal to my Department. That submission is awaited. As the Deputy will appreciate, my Department frequently receives proposals for the development of recreational and business enterprises in the Park, each of which must be considered in the context of my Department’s obligations to manage and care for this natural heritage property in an appropriate fashion, having particular regard to underlying conservation imperatives.
