The Community Healthcare Organisations (CHOs) Report, which was launched by the HSE in October 2014, sets out plans for a comprehensive reorganisation of health services outside the acute hospital system. The primary focus is to provide the maximum proportion of care to people in the communities where they live and to achieve joined-up, integrated services.

A programme management and governance infrastructure for the implementation of the recommendations of the report was put in place in December 2014. In January 2015, seven Chief Officers were assigned and assumed delegated responsibility for their CHO. The two remaining Chief Officer positions were filled in September 2015.

A National CHO Implementation Steering Group within the HSE is overseeing a three-year programme of work to fully establish the CHOs and the models of care delivery which they will enable.

A key task which is currently being addressed is the establishment of the full management team in each CHO, in order to ensure appropriate leadership and integrated delivery of services in line with national policy.

This Government has provided additional ring-fenced funding of €125 million to modernise the full range of mental health services, in line with our Programme for Government commitments and implementing the widely accepted recommendations of "A Vision for Change". This process involves greater emphasis on community based care, including the provision of Day Care services for improved multi-disciplinary mental health care overall. The agreed priorities for mental health are reflected in the HSE Service Plan 2015, which is underpinned by funding of around €790 million for this programme this year.

As the Deputy's question relates to the statutory responsibility of the HSE to plan or provide specific services at regional or local level, I have referred the question to the Executive for direct reply. The HSE’s report “Time to Move on from Congregated Settings – A Strategy for Community Inclusion”,(2011) proposes a new model of support in the community by moving people from institutional settings to the community, over a seven year time frame. The plan will be rolled out at a regional and local level and will involve full consultation.

In terms of housing, the Department of Health and the Department of the Environment, Community and Local Government are working in collaboration to support the transition of people with a disability from institutions to social housing in the community under the Government's National Housing Strategy for People with Disability 2011 to 2016.

As part of the implementation process, in 2013 and 2014 one million euro was transferred from the Department of Health’s Vote to the Department of the Environment, Community and Local Government’s (DECLG) Vote to provide for the ring-fenced social housing costs of up to 150 people leaving disability or mental health institutions in both years. At the end of June 2015, it is estimated that there were circa 2,850 people with a disability living in congregated settings. The HSE has prioritised the transition of 150 people from congregated settings in 2015 under its Social Care Operational Plan.

In 2015, one million euro has been allocated to the Department of the Environment, Community and Local Government to continue this process.

As the HSE is responsible for leading out on the recommendations on “Time to Move on from Congregated Settings – A Strategy for Community Inclusion”, I have arranged for the question to be referred to the Health Service Executive (HSE) for direct reply to the Deputy.
