Under the Health Act 2004, the Health Service Executive (HSE) is required to manage and deliver, or arrange to be delivered on its behalf, health and personal social services. Section 6 of the HSE Governance Act 2013 bars the Minister for Health from directing the HSE to provide a treatment or a personal service to any individual or to confer eligibility on any individual.

The National Waiting List Management Policy, A standardised approach to managing scheduled care treatment for in-patient, day case and planned procedures, January 2014, has been developed to ensure that all administrative, managerial and clinical staff follow an agreed national minimum standard for the management and administration of waiting lists for scheduled care. This policy, which has been adopted by the Health Service Executive, sets out the processes that hospitals are to implement to manage waiting lists.

The Health Service Executive has been asked to examine this matter and to reply to the Deputy as soon as possible.

The Health Service Executive operates the General Medical Services scheme, which includes medical cards and GP visit cards, under the Health Act 1970, as amended. It has established a dedicated contact service for members of the Oireachtas specifically for queries relating to medical cards and GP visit cards, which the Deputy may wish to use for an earlier response. Contact information has issued to Oireachtas members.

My Department administers a National Lottery Discretionary Fund from which once-off grants are paid to community and voluntary organisations providing a range of health related services. The company referred to by the Deputy has not received any National Lottery funding from my Department.

Nursing and Midwifery Board of Ireland

Deputy Mattie McGrath asked the Minister for Health to explain the reason it is taking approximately six months for nurses who qualified out of the State to register with An Bórd Altranais; his views on whether this delay is causing difficulties for hospitals here seeking to recruit nurses from abroad, including Irish nurses who qualified abroad; the steps he will take to reduce this processing time; and if he will make a statement on the matter. I propose to take Questions Nos. 1044, 1062 and 1067 together.

Almost 1,000 applicants have been registered this year, the highest in many years, of which 459 were Irish-trained applicants. The number of applications received to the end of August was up 122% on the same period in 2014.

As things stand, there are 2,313 open applications, of which:

- 1,632 have documentation outstanding (70%);

- decision letters have issued in 272 cases;

- 55 have been approved and a fee is awaited by the NMBI; and

- 205 are waiting review.

The applications that have been submitted with incomplete documentation (70%) cannot be processed until full documentation has been supplied. For this reason a new helpline is being set up to assist people with their applications and deal with registration queries. An upgraded website is also being developed. The Department has approved the filling of 16 posts.

Seven adaptation programmes have been held for the nursing home sector since 2014 with two further programmes scheduled for this year, in order to allow overseas nurses to register in Ireland. Some 405 places have been made available so far on these courses. Only 312 of these places were used by the nursing home sector. There are places available on the next course due to commence on 28 September 2015.

In addition, an alternative to the adaption programme, that has been developed by the Faculty of Nursing and Midwifery in the RCSI, has been approved as a pilot programme by the NMBI. The pilot programme is due to commence in the near future.

The Department continues to hold regular meetings with the NMBI on this matter in order to ensure that progress is being made. Organisations such as the NHI have been kept informed throughout and will continue to be informed of developments.

Digital mammography produces enhanced image quality with improved visualisation of dense breast tissue which results in higher detection rates of breast cancer compared to film screen mammography. Furthermore, significant reductions in radiation are associated with digital mammography screening examinations and images can be got more quickly. The incidence of breast cancer has not increased due to the use of digital mammography.

At the end of 2014 two consultant transplant surgeons left the renal transplant programme, one on retirement and the second on leave of absence for professional development purposes. Given the limited number of surgeons who specialise in renal transplantation, any vacancies pose a challenge. Every effort continues to be made to fill the vacancies.

Meanwhile the renal transplant service continues at Beaumont. There is no active waiting list for the living kidney donor transplant programme. The deceased donor transplant programme is dependent on the availability of suitable donors who can be matched with recipients. My Department and the HSE continue to work to improve organ donation and transplantation rates with the aim of reducing waiting times for patients.
