Single Payment Scheme Payments

260. Deputy Jim Daly asked the Minister for Agriculture, Food and the Marine when a payment under the single payment scheme will issue to a person (details supplied) in County Cork; and if he will make a statement on the matter. [39135/15]

The person named submitted a 2015 Basic Payment/Areas of Natural Constraint Scheme application on 28 April 2015. EU Regulations governing the administration of these schemes require that full and comprehensive administrative checks, including in some cases Remote Sensing (i.e. satellite) inspections, be completed before any payments issue.

The application of the person named was selected for a Remote Sensing eligibility inspection. This inspection is currently being finalised with the intention of issuing any payments due under the Direct Payments Schemes as soon as possible. In the event that any queries arise officials in my Department will be in contact with the person named.

The person named submitted a 2015 Basic Payment/Areas of Natural Constraint Scheme application on 8 May 2015. EU Regulations governing the administration of these schemes require that full and comprehensive administrative checks, including in some cases on-farm inspections, be completed before any payments issue.

The application of the person named was selected for a remote sensing inspection and also a Bovine animal identification and registration inspection.

The IDR inspection identified breaches in relation to cattle registration requirements resulting in a 3% penalty being recorded against the 2015 Direct Payments. The person named was notified of this decision on 30 July 2015.

Payments due under the 2015 Basic Payment scheme and Areas of Natural Constraint Scheme on the basis set out above issued to the nominated bank account of the person named on 15 October and 19 October 2015 respectively.

The person named was also notified of the right to seek a review of this decision. To date no request for a review has been received by my Department. In the event that the person named submits an appeal and is subsequently dissatisfied with the outcome of any such review the decision can be appealed to the independent Agriculture Appeals Office, within 3 months.

The position is that the person mentioned was appointed in an established (permanent) capacity in August 1974. In accordance with Social Welfare legislation, from that period she was liable for the deduction of social insurance contributions from her salary at the modified rate.

An application under the Basic Payment/Area of Natural Constraint Scheme was received in my Department from the person named on 30 April 2015. Following processing, a commonage evidence issue was disclosed in respect of one of the parcels declared by him. In order to facilitate the processing of the application, my Department has written to the claimants concerned and has been in direct contact with the person named regarding this matter.

The person named submitted a 2015 Basic Payment/Areas of Natural Constraint Scheme application on 29 May 2015. This application was subject to land verification checks which were recently finalised. As part of this process, a reduction between the claimed and determined area was identified. The relevant penalty has been applied and the resultant payment under both schemes is due to issue shortly, directly to the nominated bank account of the person named.
