144. Deputy Seán Kyne asked the Tánaiste and Minister for Social Protection the reason for a delay in the procedures to issue death certificates for those Irish citizens who have died abroad, following the signing by the President in December 2014 of the Civil Registration (Amendment) Act 2014; when the issuing of certificates will begin; and if she will make a statement on the matter. The Civil Registration (Amendment) Act 2014 was enacted on 4 December 2014. The Act contains a wide range of provisions which are being commenced on a step by step basis.

Section 13 of the Act provides for the creation of a record of deaths of Irish citizens who die while abroad.

The provisions of the Act will be put into operation on the basis of an implementation plan involving both procedural and system changes. A range of provisions are being implemented together. This work is being progressed as quickly as possible in order that the various provisions of the Act can be commenced.
