277. Deputy Charlie McConalogue asked the Minister for Agriculture, Food and the Marine when payments under the single payment scheme for 2015 will issue to persons (details supplied); and if he will make a statement on the matter. [40245/15]

The person named submitted an application for the 2015 Basic Payment/Areas of Natural Constraint Schemes on 13 May 2015. Processing of the application under both schemes is currently in progress. On completion of this process, the application will be further reviewed with a view to payments issuing directly to the nominated bank account of the person named at the earliest possible date.

The first person named submitted a 2015 Private Contract Clause application to my Department. As the herd number is now held jointly by both persons named, it will be necessary to have the application submitted in joint names and signed by both persons named on the herd number. An official from my Department has been in contact with the first person named to make arrangements regarding the information required. When the correctly completed application is received by my Department it will be processed and payment will issue shortly thereafter.

The second person named has submitted applications for the National Reserve and the Young Farmers Scheme. Processing of National Reserve and Young Farmers Scheme applications is well underway which involves administrative and on farm checks and verification of land details submitted under the 2015 Basic Payment Scheme application. These checks are required under EU Regulations. In cases where additional information is required, my Department will correspond directly with the applicant concerned. When all checks have been completed and processing of applications has been finalised, my Department will correspond directly with each applicant to advise them of the outcome of their application. Payments to successful applicants under the National Reserve and Young Farmers Scheme will commence early in December 2015.
