Agriculture Scheme Payments

98. Deputy Éamon Ó Cuív asked the Minister for Agriculture, Food and the Marine when outstanding payments are due to issue under the 2015 basic payment scheme and the 2015 areas of natural constraint scheme following a land parcel identification system re-evaluation carried out in respect of a person (details supplied) in County Galway; the outstanding payments due per scheme and per year; the reason for the delay; and if he will make a statement on the matter. Following a LPIS review of the application of the person named an overdeclaration was discovered. This matter has now been resolved. In 2015 the person named made applications under the Basic Payments Scheme, Areas of Natural Constraint and the Beef Data Scheme. Full payments have issued in respect of these schemes.

An official from my Department has made direct contact with the person named detailing all payments that issued during the 2015 calendar year. In addition to this a 2015 financial statement has issued to the person named. In the event that the person named has any queries regarding this statement he should contact my Department using the contact name provided in the financial statement.

Agri-Environment Options Scheme Applications

The person named commenced their AEOS 1 contract on 1st November 2010 and has been paid for the 2010-2014 scheme years.

Under the EU Regulations governing the Scheme and other area-based payment schemes, a comprehensive administrative check, including cross-checks with the Land Parcel Identification System must take place. As it is their final scheme year, re-checks on payments made for all scheme years must be completed before final payment can be processed.

It is expected that these checks will be completed shortly.

Single Payment Scheme Appeals

The person named was the subject to a 2013 LPIS review. This review identified over claims on two land parcels. The person named was notified of these over claims on 17 October 2013 and 12 June 2014 . The person named appealed this decision and following a field visit on 3 July 2014 the original decision was upheld. The person named also appealed his case to the Appeals Committee and again was unsuccessful. The person named retains the right to refer the matter to the Office of the Ombudsman.

The overpayment was recouped from payments due under the 2015 BP S.

Young Farmers Scheme

101. Deputy Noel Coonan asked the Minister for Agriculture, Food and the Marine when a payment will issue to a person (details supplied) in County Tipperary under the young farmers scheme; and if he will make a statement on the matter. [2452/16]

The person named submitted applications under the ‘young farmer’ category of the 2015 National Reserve and the Young Farmers Scheme to my Department. Eligible applicants to the National Reserve qualify for either an allocation of new entitlements on land for which they hold no entitlements, so called 'naked land', or where an applicant already holds existing entitlements which are below the national average value, these entitlements are increased to the national average value. While the person named meets the eligibility conditions for the National Reserve in all other respects, he holds neither 'naked land' nor low value entitlements on which an allocation from the National Reserve can be made. A letter has issued to the person named informing him of the decision in relation to his application.

The application under the Young Farmers Scheme has been fully processed and payment issued on the 12th January 2016.

Aquaculture Licence Applications

Deputy Clare Daly asked the Minister for Agriculture, Food and the Marine given the reasons stated publicly by Bord Iascaigh Mhara, BIM, for withdrawing its aquaculture licence application for Galway Bay; if he will conduct an investigation into the preparation of this application; and pending the outcome of this investigation, if he will instruct BIM to halt the preparation of any other aquaculture licence applications. I was delighted to publish in December Ireland's National Strategic Plan for Sustainable Aquaculture Development. That Plan proposes 24 actions to drive the sustainable development of the aquaculture sector and grow production in the sector by 45,000 tonnes by 2023. This output increase will be derived from a combination of increased and or restored productivity from the existing aquaculture licence portfolio and from a limited number of new licences. The makeup of this increased output will include shellfish, finfish, novel species and seaweed in a variety of different production systems, both intensive and extensive. This overall output increase will be largely dictated by market forces and site suitability for the cultivation of particular species. The future growth of salmon farming in Ireland is limited by spatial and environmental constraints in inshore bays. The use of larger, more exposed, offshore sites is increasingly a feature of the development of the sector globally and the environmental benefits of such sites, compared to inshore sites, are clear. I am advised that environmental impacts are predicted to decrease in offshore sites, where stronger currents and greater depths increase the dispersal of waste products and interactions with wild fish are lessened. In addition, competition for space with other users is likely to be less of an issue in sites further removed from the coast. Despite these potential benefits, no assumptions can be made as to the suitability of locations and individual sites for salmon farms, which can only be considered following rigorous assessment of potential environmental interactions.

Based on the advice of the Marine Institute, I included 'scale limits and phasing' in the National Strategic Plan for Sustainable Aquaculture Development that will be applied by my Department in relation to the development of individual offshore salmon farms. I also included six high-level principles, also recommended by the Marine Institute, which are intended to provide a broad direction to guide the ongoing development of sustainable aquaculture in Ireland and instil confidence in all stakeholders in the commitment to appropriate development of the industry.

On 21st December 2015 BIM indicated that, taking account of the new policy framework, BIM had reviewed its work programme to match its activities against the new Plan and was not proceeding with its current application for an aquaculture licence for a proposed 15,000 tonne organic salmon farm in Galway Bay.

I understand BIM is now re-assessing the delivery of the project in the context of the new operating environment and examining the operational and commercial impacts.

Under current relevant legislation the decision to submit an application for an aquaculture licence is a matter for the applicant.

Expenditure by Bord Iascaigh Mhara and the Marine Institute in connection with BIM’s aquaculture licence application is an operational matter for the agencies concerned. I have forwarded the Deputy's Question to the agencies and asked them to respond directly to the Deputy.
