Third Level Funding

Charlie McConalogue

Question:

495. Deputy Charlie McConalogue asked the Minister for Education and Skills the amount of routine capital funding or steady State fixed capital investment that will be required for all universities, and for all institutes of technology for the years 2017 to 2020; and the amount of this funding the State will have to incur as a result of routine capital funding being built into the fiscal space for the 2017 to 2020 period. The Government recognises the importance of the higher education sector to Ireland's future economic and social development. It also acknowledges that the sector must be resourced sufficiently and in a sustainable manner to ensure it can deliver on our national ambitions. In recognition of funding pressures in the Sector, an Expert Group chaired by Peter Cassells has been established to examine funding arrangements for higher education and to identify a range of approaches that, combined, will achieve a sustainable funding base. I understand that the Group is in the final stages of its deliberations and I expect to receive its report soon.

I would add that the 2016-2021 Capital Plan provides funding of €350m for the Third Level Sector: a direct Exchequer investment of €150m, including €40m already allocated to the Grangegorman project; and €200m worth of funding for PPP projects. These are hugely important and very welcome investments which will go some way to addressing the capital requirements and, more particularly, the infrastructural deficits that exist in the Sector. They also make a strong statement about the importance of the Sector to our national strategic objectives.

Summer Works Scheme Applications

I wish to confirm to the Deputy that my Department is in receipt of an application from the school in question under the Summer Works Scheme.

Commensurate with the level of funding available for the Scheme, applications including that from the school concerned, will be assessed on a top down basis in accordance with the prioritisation criteria outlined in the governing Circular Letter for the Scheme. This Circular Letter (0055/2015), is available on my Department's website www.education.ie.

It is my intention to publish a list of successful applicants at the end of February/early March 2016.

Special Educational Needs Data

Deputy Charlie McConalogue asked the Minister for Education and Skills the number of autism spectrum disorder units attached to primary and post-primary schools by location; the overall number of places available; if she has analysed how many more units and places are required at primary and at post-primary level; and the cost of increasing the number of units and places at post-primary level in line with the recommendations of the National Council for Special Education. My Department provides for a range of placement options and supports for schools which have enrolled pupils with Autistic Spectrum Disorder (ASD) in order to ensure that, wherever a child is enrolled, they will have access to an appropriate education.

Children with ASD may be enrolled in a mainstream school and can attend all mainstream classes. In such cases these children will receive additional teaching support through the learning support and/or the resource teacher and, where appropriate, will receive access to Special Needs Assistance and assistive technology if required.

In respect of children with ASD who cannot be accommodated in mainstream education, they may be enrolled in special classes or special schools where more intensive and supportive interventions are provided. Progress in developing this network has been significant and in addition to the special school placements there are over 1,000 special classes throughout the country at primary and post-primary level, of which 762 are for children with Autism. This includes 116 of which are early intervention settings, 452 in primary schools and 194 at post-primary level. Each special class for autism has a 6:1 pupil teacher ratio at primary level, and 6:1.5 pupil teacher ratio at post-primary level as well as Special Needs Assistant support normally amounting to 2 SNAs for a class of 6 children.

The Deputy will also be aware that the National Council for Special Education, NCSE, is responsible, through its network of local special educational needs organisers, SENOs, for allocating resource teachers and special needs assistants to schools to support students with special educational needs, including autism. It is also the role of the NCSE to make appropriate arrangements to establish special classes in schools in various geographical areas as required. A full list of special classes is available on the NCSEs website www.ncse.ie.

The National Council for Special Education (NCSE) has recently submitted their Policy Advice on Educational Provision for Children with Autism Spectrum Disorders. In developing this policy advice, the NCSE has consulted widely with parents, professionals and other stakeholders and interested parties while also conducting research. The policy advice is currently under consideration in my Department.

My officials will consider and report to me on any recommendations in the report which relate to the issues raised by the Deputy.

School Enrolments

I propose to take Questions Nos. 498 and 499 together.

In relation to the areas referenced by the Deputy, my Department is satisfied that there is sufficient post-primary capacity to cater for the students living in these areas. The existing post-primary schools, including the new 1,000 student post-primary which opened in 2014, can between them cater for the demand for places in the area. My Department's priority is to ensure that all schools in an area can between them cater for all students seeking a school place. This may, however, result in students not being offered a place in the school of their first choice.

In relation to the source of the data used in the Department's demographic exercises, my Department uses a Geographical Information System (GIS) to identify where the pressure for additional school places will arise. The GIS uses data from the Central Statistics Office, Ordnance Survey Ireland, the Department of Social Protection, local authorities and the Department's own databases. With this information, my Department carries out nationwide demographic exercises to determine where additional school accommodation is needed at primary and post-primary level. The outcome of the latest demographic exercises was that on 17 November 2015, I announced that 4 new primary schools and 9 new post-primary schools will open in 2017 and 2018 to cater for increased demographic needs.

I am pleased to confirm for the Deputy that the site acquisition is now complete and the Letter of Intent has issued to the preferred bidder requesting necessary documentation including insurances and bond. As soon as all the necessary documentation is received from the Contractor the Letter of Acceptance will issue and work will commence on site shortly thereafter.

Student Grant Scheme Eligibility

All applications for a maintenance grant are means tested based on the reckonable income for the previous tax year.

Article 32 of the Student Grant Scheme allows for the review of eligibility during the academic year, if there is a permanent change in circumstance, relating to a number of events including a drop in reckonable income which is likely to obtain for the duration of the approved course or for the foreseeable future.

Any candidate, whether employed or self-employed, who experiences a reduction in reckonable income of a permanent nature, may apply to have their eligibility reviewed under the change in circumstances clause.

Where a candidate can provide satisfactory documentary evidence to the awarding authority to prove that the reduction in income is permanent, then their grant eligibility can be reviewed based on their current income as opposed to the previous year's income.

The information requested on the appointments made to State Boards including name and date of appointment and method of appointment is included in the table below.

Two Boards under the aegis of my Department currently have vacancies, the Higher Education Authority has nine vacancies and the National Council for Special Education has 13 vacancies - these vacancies are in the process of being filled via the Public Appointments Services.

In line with the new guidelines for Appointments to State Boards, which can be viewed on the Department of Public Expenditure and Reform's website www.per.gov.ie, the process for filling vacancies on State Boards under the aegis of the Department, is now normally managed by the Public Appointments Service (PAS), whereby applications are made through the dedicated website www.Stateboards.ie. An assessment process is undertaken by PAS leading to the creating of a list of candidates deemed suitable for appointments to Boards.

Deputy Catherine Murphy asked the Minister for Education and Skills if she is aware that an entire class of students in north County Kildare have been denied access to a school (details supplied) in County Dublin, which is their only Irish-language second-level option; if she will re-evaluate the clear need for a Gaelcholáiste in north County Kildare; and if she will make a statement on the matter. The Deputy will be aware that in November 2015 when I announced the establishment of 13 new schools to open in 2017 and 2018, I stated that a Gaelcholáiste to serve the North Kildare area will be established in 2019, subject to sufficient viability of the Irish-medium Aonad in Maynooth Community College, which opened in 2014. I understand that there is currently capacity in the Aonad for the coming school year.

I wish to advise the Deputy that the matter of enrolment in individual schools is the responsibility of the managerial authority of those schools. My Department's main responsibility is to ensure that schools in an area can, between them, cater for all pupils seeking places in an area. This may result, however, in some pupils not obtaining a place in the school of their first choice.

I also wish to advise the Deputy that my Department has provided grant aid to the school in County Dublin to create additional capacity and I understand that a project is currently in progress to deliver this capacity.

I wish to advise the Deputy that the scope of works requested is outside the terms of the Scheme under which the school applied. My Department has therefore advised the school that the application cannot be considered for funding.

My Department has also advised the school that schools are expected to use their minor works grants to address high priority works and it is open to the school to utilise this grant, made available in November 2015, to address the works in question in full or on a phased basis, as that grant permits.

Separately, the school in question has submitted an application under the 2016-17 Summer Works Scheme for other capital works.

Commensurate with the level of funding available for the Scheme, applications including that from the school concerned, will be assessed on a top down basis in accordance with the prioritisation criteria outlined in the governing Circular Letter for the Scheme. This Circular Letter (0055/2015), is available on my Department's website www.education.ie. It is my intention to publish a list of successful applicants at the end of February/early March 2016.

Based on parental preferences indicating that there would be sufficient support for Irish-medium provision in the post-primary school to open in 2014 in Maynooth, it was decided that this school would open with an Irish-medium Aonad.

In November 2015, when I announced the new schools which would open in 2017 and 2018 to cater for increased demographic demand, I stated that a Gaelcholáiste to serve the North Kildare area will open in 2019, subject to sufficient viability of the Irish-medium Aonad, which is part of Maynooth Community College. The Gaelcholáiste will operate under the patronage of Kildare and Wicklow Education and Training Board and An Foras Pátrúnachta.

Deputy Róisín Shortall asked the Minister for the Environment, Community and Local Government the interest rates that the Housing Finance Agency charges to local authorities for lending to approved housing bodies for long-term lending; the rate of interest it obtains from the European Investment Bank; and if he will make a statement on the matter. The Housing Finance Agency lends directly to Approved Housing Bodies (AHBs), rather than via local authorities, for housing purposes. The current rates that apply in respect of long-term lending by the Housing Finance Agency to AHBs are set out in the table below.

Other fixed rates for terms less than 25 years are available from the Housing Finance Agency for AHBs as their needs dictate, with rates based on the market conditions prevailing at the time of drawdown.

In respect of the interest rate applying to funding obtained through the European Investment Bank (EIB), the most recent tranche drawn down by the Housing Finance Agency from the EIB was priced at 1.417%, fixed for 25 years.

The European Investment Bank can fund up to a maximum of 50% of each Approved Housing Body project/scheme, with the remainder financed by the Housing Finance Agency using its own funds/resources that have been borrowed or raised for these purposes .

Cork County Council collects motor tax on its own behalf and on behalf of Cork City Council and receipts are not calculated separately for the two local authority areas. Total gross receipts from motor tax in Cork in 2015 were €133,979,104. Details of motor tax receipts for January 2016 are not yet available.

I propose to take Questions Nos. 508, 509 and 522 together.

In late 2015, my Department invited expressions of interest from a variety of organisations, agencies and groups in respect of the funding of recreational infrastructure projects, should funding become available and projects be capable of completion by year end. Unfortunately, this did not prove possible, not least because of adverse weather conditions, and the projects concerned, including those referred to in these Questions, did not proceed.

The initiative generated a considerable amount of interest and as my Department does have a limited amount of funding available for 2016 it intends to run a formal scheme shortly. All those who submitted an expression of interest in 2015 will be notified of the details of the new scheme in due course.
