555. Deputy Seán Crowe asked the Minister for the Environment, Community and Local Government the number of staff dealing with housing, by local authority. [4465/16]

Under section 159 of the Local Government Act 2001, each Chief Executive is responsible for staffing and organisation arrangements necessary for carrying out the functions of the local authorities for which he or she is responsible.

My Department, however, works closely with local authorities with regard to the implementation of the Government's Social Housing Strategy and in 2015 all local authorities were invited to submit staffing sanction requests to facilitate its delivery.

Furthermore, the staffing approval process was also streamlined to ensure the fast tracking of staffing sanction requests. As a result, in 2015, over four hundred local authority posts were sanctioned for recruitment, to support the delivery of the Social Housing Strategy.

My Department provides funding under the Housing Adaptation Grants for Older People and People with a Disability in relation to Private Homes and, separately, funds adaptations and extensions to social housing stock in order to address serious overcrowding and, in certain cases, to meet the needs of tenants with a disability.

Stair lifts are one element of a wide suite of works which may be eligible for grant aid. My Department does not keep data in relation to the specific works carried out under each of the measures. At local level, the detailed administration of these grants, including the assessment, approval and payment of individual grants to applicants, is the responsibility of the relevant local authority.

Appointments to State Boards Data

Since July 2011, my Department’s website has been used as the primary mechanism for seeking expressions of interest from suitably qualified and experienced persons, for consideration as members or chairpersons of the boards of State bodies under my Department’s aegis.

In line with a Government Decision last Autumn, a Revised Model for Ministerial Appointments to State Boards, brought forward by my colleague, the Minister for Public Expenditure and Reform, has been put in place, operating through the Public Appointments Service, and will govern relevant future appointments. Under the revised model expressions of interest are now made directly by registering on Stateboards.ie. My Department’s website has been amended to refer any interested party to the stateboards.ie website.

In the case of certain appointments to State Boards, statutory selection procedures must be followed or nominations must be sought from independent nominating panels before appointments are made by the Minister or the Government, as appropriate. In addition, in the case of a number of boards, not all of the appointments to the body concerned are made by the Minister, and in some situations appointments are made by the Minister with the consent of another Minister. Furthermore, appointments to An Bord Pleanála and to the Board of the Environmental Protection Agency are of a full-time executive nature and are governed by statutory processes.

Angling Season

559. Deputy Pearse Doherty asked the Minister for Communications, Energy and Natural Resources if he will introduce a reduced rate for senior citizens on the fee payable when purchasing the various categories of angling licences; and if he will make a statement on the matter. [4107/16]

Currently there is no licence required or fee payable when fishing for trout and the numerous array of coarse fish species (pike, bream, roach, trench etc.) in Ireland. In addition, no licence or fee is required for sea angling. This covers the vast majority of angling species in Ireland. The current licensing regime in Ireland contrasts with other countries world-wide where licence fees are payable for all angling activity. Anglers of all ages, therefore, currently have significant opportunity to participate in angling without cost.

The only two species for which anglers are currently required to hold and pay for a licence are salmon and sea trout. There are a range of licence options available, and the price structure for licences facilitates broad participation in salmon and sea trout angling at economic rates.

Licence fees (for salmon and sea trout) are set by the Minister of the day, having consulted with the Minister for Public Enterprise and Reform, and any changes in fees normally reflect movement in the Consumer Price Index. In this regard, reflecting the prevailing economic conditions, a reduction in fees for all licence categories was introduced for the 2012 fishing season, and these reduced levels have been maintained by me as Minister. Details and costs for licence categories are available on my Department's website at www.dcenr.gov.ie.

I would also advise, regarding salmon and sea trout licences, that a fisheries conservation component was applied to all licence fees in 2007, as part of a suite of conservation measures for the management of wild fisheries. This component represents 50% of the licence fee, and income generated from this component is ring-fenced by Inland Fisheries Ireland (IFI) for the rehabilitation of salmon habitats and conservation measures throughout the country.

All of the proceeds of the salmon and sea trout licence fees income are reinvested, by IFI, in the conservation, protection and development of wild fisheries habitats and stocks directly, or through the Salmon Conservation Fund scheme, with a particular emphasis on prioritised investment in those rivers in most need of rehabilitation.

The River Finn and Lough Foyle fall within the operational area of the Loughs Agency, a North-South Implementation Body established under the Belfast Agreement.

The Agency is subject to joint corporate governance arrangements by my Department and the Department of Agriculture and Rural Development in Northern Ireland under the North-South Ministerial Council.

The protection, conservation and development of fisheries in the River Finn and Lough Foyle is a day-to-day operational matter for the Agency. I have asked the Agency to respond directly to the Deputy.

Energy Schemes

Deputy Michael Creed asked the Minister for Communications, Energy and Natural Resources if public buildings, including schools, are eligible for financial assistance from his Department, or from the Sustainable Energy Authority of Ireland, in respect of energy efficiency measures; and if he will make a statement on the matter. The Sustainable Energy Authority of Ireland (SEAI) provides technical assistance and support to public sector bodies and schools to help them to meet the challenging target set for the public sector of improving energy efficiency by 33% by 2020. The public sector is currently half way to this target.

Assistance for public sector bodies is available under the SEAI's Public Sector Programme, where energy management training, technical advice, and funding for project development (including energy efficiency upgrades to public buildings), is provided. The “Energy in Education” Programme provides training and guidance in energy management to schools. It helps them better monitor and manage their energy use and identify how they can become more energy efficient and reduce their energy spend. This has been proven to be an effective approach in helping schools make significant savings on their energy spend, freeing up funds they would otherwise spend on energy for their other priorities. Schools have demonstrated they can save up to 10% on energy bills through low or no cost energy saving measures and save significantly more by implementing upgrades like boiler controls and lighting upgrades. Further information on this initiative is available on the SEAI website at: http://www.energyineducation.ie/Energy_In_Education/.

There is also an opportunity for schools to participate in the Better Energy Communities initiative operated by the SEAI by combining with other community partners. This initiative will make available up to €20 million in funding provided by my Department in 2016. The closing date for completed applications is 26 February.

Fisheries Protection

Inland Fisheries Ireland (IFI) concluded a comprehensive public consultation process on Ireland's Eel Management Plan as part of the 2015 review, under EU Council Regulation 1100/2007. The consultation afforded stakeholders the opportunity to make written submissions on all aspects of eel fishing in Ireland. The process also included a review of the status of the eel stocks nationally and the potential for any commercial fishery in the future. Copies of all relevant documents are available on the IFI website: www.fisheriesireland.ie.

Based on management advice from IFI, and having considered all aspects of their report, the existing conservation measures in Ireland’s Eel Management Plan (EMP) agreed by the EU under EC Regulation 1100/2007 will remain in place up to mid-2018.

In addition, I have secured funding for a new collaborative research initiative, to start in 2016, involving IFI scientists and a number of former eel fishermen, to further develop national knowledge of the species and its medium to longer term potential for recovery. This will facilitate a better informed decision on the outlook for the stock over the next few years and beyond, and also the prospects for a return to commercial fishing activity. The research initiative will be planned by IFI having regard to the fundamental scientific priorities for developing additional knowledge and data. Structural and operational details of the 2016 phase of the initiative will be available once the core scientific planning is complete.

I propose to take Questions Nos. 563 and 564 together.

The Government’s National Broadband Plan (NBP) aims to ensure that every citizen and business, regardless of location, has access to a high quality, high speed broadband service. This will be achieved through a combination of commercial investments and a State led intervention in areas where commercial services will not be provided.

The commercial telecommunications sector is currently investing approximately €2.5 billion in network upgrades and enhanced services. These very significant investments represent a step change in the quality of broadband services available.

On the 22 December 2015, I formally launched the procurement process for the State Intervention to provide high quality, high speed broadband to all premises in Ireland that may not be served through commercial investment. The formal procurement commenced with the publication of the Project Information Memorandum and the Pre-Qualification Questionnaire. In addition, my Department also published:

- the National Intervention Strategy – updated in December 2015, which takes account of responses to the public consultation which took place in July 2015 and subsequent expert analysis; and

- the High Speed Broadband Map 2020 which follows ongoing engagement with industry and public consultation.

The Intervention strategy sets out a detailed service specification including a requirement that the State-funded network must be capable of delivering high-quality, high speed broadband of at least 30mbps download and 6mbps upload. It must also be capable of catering for higher performance in the future so as to keep pace with consumer demand.

The 2020 map is available at www.broadband.gov.ie. The map shows Ireland with two colours, BLUE and AMBER.

The areas marked BLUE represent those areas where commercial providers are either currently delivering or have plans to deliver high speed broadband services by the end of 2016. The areas marked AMBER represent the target areas for the proposed State intervention and includes the townlands of Cullenhugh, Ballinalack and Ballina, County Westmeath. Members of the public can see whether their individual premise is in the BLUE or AMBER area by inserting their Eircode, and/or address, or scrolling through the map.

The Government is determined to ensure that the network in the AMBER area is built out as quickly as possible and engagement with industry stakeholders has indicated that this could be achieved within 3-5 years of the contract award.

In this context, the NBP proposes that through the combination of commercial investment and State intervention, 85% of addresses in Ireland will have access to high speed services by 2018, with all addresses passed by 2020.

More generally, I am informed by the commercial operators that next generation broadband services have been rolled out to over 20,000 premises to date in County Westmeath with over 6,000 more expected to be serviced by commercial investment. Almost 17,000 remaining premises in County Westmeath will be covered either by further commercial investment or the proposed State intervention.

I published the Energy White Paper - Ireland’s Transition to a Low Carbon Energy Future 2015-2030 - in December 2015. The White Paper sets out the high-level framework for energy policy out to 2030. It includes over 90 actions which will be implemented with delivery timelines provided for key actions. My Department will lead on the implementation of the White Paper in conjunction with other Government Departments, Agencies, stakeholders and citizens.

It is therefore a matter for bidders to select the technology which will show how they propose to meet these contractual requirements.

Given the quality of the services we wish to see delivered, and based on the current absence of significant fibre networks in many parts of Ireland, it is likely that fibre will play a major role in any proposed solution. However, the technology platforms that will provide the final connectivity to the premises will be a matter for commercial operators to decide on in line with EU State Aid guidelines.

The 2020 map is available at www.broadband.gov.ie. The map shows Ireland with two colours, BLUE and AMBER.

The areas marked BLUE represent those areas where commercial providers are either currently delivering or have plans to deliver high speed broadband services by the end of 2016 and includes Bridge End, County Donegal. Where parts of the town or its environs are not covered by commercial high speed services, these will be the target for the State intervention.

The areas marked AMBER represent the target areas for the proposed State intervention. Members of the public can see whether their individual premise is in the BLUE or AMBER area by inserting their Eircode, and/or address, or scrolling through the map.

The Government is determined to ensure that the network in the AMBER area is built out as quickly as possible and engagement with industry stakeholders has indicated that this could be achieved within 3-5 years of the contract award. In this context, the NBP proposes that through the combination of commercial investment and State intervention, 85% of addresses in Ireland will have access to high speed services by 2018, with all addresses passed by 2020.

More generally I am informed by the commercial operators that next generation broadband services have been rolled out to over 21,000 premises to date in County Donegal, with over 27,000 additional premises expected to be served by end 2016. The remaining 52,000 premises in County Donegal will be covered by commercial investment or be the target of the proposed State intervention under the National Broadband Plan. The breakdown of premises covered, per townland, is available on the High Speed Broadband Map at www.broadband.gov.ie.

There have been 179 appointments to State Boards under the aegis of my Department in the period 7 March 2011 to date. 36 of these were from among individuals who submitted Expressions of Interest or who applied under the revised arrangements set out in the Guidelines on Appointments to State Boards which were published in November 2014. It should be noted that some 48% of the appointments made were either ex-officio appointments, reappointments, the appointment of worker directors chosen by election or appointments made on foot of nominations made by an Oireachtas Committee.

There are currently 15 vacancies on State Boards under the aegis of my Department. Of these 7 relate to the Digital Hub Development Agency and in light of the merger of that Agency with Dublin City Council, I do not propose to make further appointments at this time. The remaining vacancies will be filled in accordance with the relevant statutory provisions and the Guidelines on Appointments to State Boards.
