270. Deputy Michael Creed asked the Minister for Agriculture, Food and the Marine if a person (details supplied) in County Cork has established entitlements on lands which the person is leasing in respect of an application and when payment will issue to the person under the 2015 basic payment scheme; the status of a payment under the disadvantaged area scheme; and if he will make a statement on the matter. The person named did not hold entitlements under the Single Payment Scheme and therefore does not hold an automatic allocation right under the 2015 Basic Payment Scheme.

There is no record of my Department having received an application under the Private Contract Clause, National Reserve or Young Farmers Scheme measures of the Basic Payment Scheme from the person named.

A late application for the Areas of Natural Constraints scheme was received from the person named in October 2015. As this application was outside the application period it could not be accepted. My Department is currently reviewing the circumstances of this application and will be in touch with the person named shortly.
