Housing Assistance Payments Data

Question:

112. Deputy Eoin Ó Broin asked the Minister for the Environment, Community and Local Government the number of claimants under the rent supplement scheme who have been transferred to the housing assistance payment scheme, by month, since January 2015. [9245/16]

The Housing Assistance Payment (HAP) scheme is being rolled out across the country on a phased basis and is currently operational in 19 local authority areas with more than 8,900 households currently in receipt of housing support under the scheme. HAP was operational in 18 local authorities in 2015 and supported an additional 5,680 eligible households, with 2,100 of those households (36%) transferring from Rent Supplement. A month by month breakdown of households transferring from the Rent Supplement scheme to the HAP scheme in 2015 is not available.

A detailed breakdown of the Quarter 1 2016 data is currently being prepared, including the number of households transferring from the Rent Supplement scheme in this period. This detailed breakdown will be published on my Department’s website, www.environ.ie, shortly.

113. Deputy Joan Collins asked the Minister for the Environment, Community and Local Government the annual wage bill for employees in Irish Water for 2015. [9200/16]

Since 1 January 2014, Irish Water has statutory responsibility for all aspects of water services planning, delivery and operation at national, regional and local levels.

Irish Water is a regulated utility and its operating and capital plans are reviewed by the Commission for Energy Regulation. Details of Irish Water’s proposed costs are outlined in their revenue and water charges plan which was reviewed by the Commission for Energy Regulation (CER). Details of the review and the CER’s decision are available at www.cer.ie.

The latest available audited information on Irish Water’s operational costs relates to 2014 and is set out in its Financial Statements for 2014 which are available in the Oireachtas Library. In relation to any further breakdown of these costs, Irish Water has established a dedicated team to deal with representations and queries from public representatives. Deputy Joan Collins asked the Minister for the Environment, Community and Local Government if he is aware that Sligo County Council purchased a house in 2015 to house persons (details supplied); that the council sought his approval for funding in October 2015 to construct an extension to the house, in compliance with the recommendation of the Health Service Executive’s occupational therapy service; that the persons will not be allowed to move into the house until such time as the extension is constructed; if it normally takes six months to process and approve funding for such extensions; if he will make a decision on the council’s submission; and if he will make a statement on the matter. My Department provided funding to Sligo County Council as part of their acquisitions of social housing for the purchase of a house for the persons in question. A funding application dated 31 March 2016 for adaptations, including an extension to make the house suitable for special needs, was received in my Department and is currently being reviewed. My Department expects to be in a position to respond to the Council shortly.

I propose to take Questions Nos. 115 to 118, inclusive, and 121 together.

Information regarding the annual Estimates of public expenditure, including the amounts allocated to Housing, is available on the website of the Department of Public Expenditure and Reform at the following link: http://www.per.gov.ie/en/rev/.

The following table contains the outturn figures for housing expenditure, broken down by capital and current, for the period 2000 to 2015. In relation to 2016, the table contains the budgeted amount for the current year.

In respect of 2016, to the end of April, expenditure on housing services was €125.66 million, including €30.85 million self-funded by local authorities from Local Property Tax receipts, and made up of €51.19 million capital and €74.47 million current.

Funding for housing supports through the various delivery programmes over the period 2017 to 2020 will be determined as part of the annual Estimates process. The Government’s capital investment plan, Building on Recovery: Infrastructure and Capital Investment 2016-2021, sets out a commitment to provide Exchequer capital funding of €2.9 billion in support of the implementation of the Social Housing Strategy targets to 2021.
