994. Deputy Declan Breathnach asked the Minister for Agriculture, Food and the Marine his views on the targeted agricultural modernisation scheme and claims that the computer system is not capable of processing payments within the three-week period stated in the scheme's programme; that this is causing many persons to carry large overdrafts and subjecting them to considerable distress while awaiting the undue delay in grant payments; and if he will make a statement on the matter. Part approvals under TAMS II have issued to applicants who needed to put in place urgent milking facilities and those who needed urgent Low Emission Slurry Spreading equipment. Administrative checks on applications have been completed and it is expected that any outstanding approvals or part-approvals will issue over the next few weeks. Work is ongoing on the completion of a computer system to process the subsequent TAMS II payment claims.
